    THE POSITION

    To operate, service and maintain street sweeping equipment and/or operate large frontend loading refuse trucksin the collection and disposal of refuse and/or recyclables.Perform heavy manual work for the collection of bulky waste materials, operate two or three-axle refuse collection vehicles, and may lead collection crews.

    DISTINGUISHING CHARACTERISTICS
    This is the advanced journey level classification in the Integrated Waste Equipment Operator series. Under general supervision, the Senior Integrated Waste Equipment Operator operates the more complex refuse vehicles requiring a Class A or B California Driver License such as the frontend loaders and motor sweepers. Employees frequently work independently on assigned projects. This class is distinguished from the Integrated Waste Equipment Operator by the typeofequipment operated, the greater complexity of the assignments received, and providing lead direction and training to subordinate classes. Senior Integrated Waste Equipment Operators are required to be fully trained in all procedures related to assigned areas of responsibility.

    SUPERVISION RECEIVED AND EXERCISED
    Direction is provided by a higher level position. Responsibilities may include providing lead direction to Integrated Waste Equipment Operators and other lower level personnel.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Depending upon assignment, duties may include, but are not limited to, the following:

    - May lead the work of a collection crew.
    - Perform the most complex refuse collection duties; provide assistance to other refuse collection staff.
    - Operate equipment and vehicles requiring a special skill such as frontend loaders, mechanical and vacuum street sweeping equipment, and other types of refuse equipment.
    - Push, pull, and maneuver collection bins in and out of enclosures for servicing.
    - Report inoperative collection bins to appropriate personnel.
    - Operate mechanisms for loading, dumping, and compressing waste and other refuse.
    - Move truck while servicing route.
    - Inform new customers of service charges and regulations.
    - Check and service refuse collection equipment to insure good operating condition.
    - Report houses or businesses on routeto supervisor that do not require ongoing service.
    - Drive truck to and from location of work assignments.
    - Keep records and prepare reports of route operation and activities.
    - Provide quality customer service.
    - Service collection routes requiring storage bins, compactors, and operate complex refuse collection equipment requiring a Class B California Driver License.
    - Sweep streets and gutters clear of litter, grass, and leaves.
    - Check for improper functioning of the sweeper during
    operations; makes adjustments on sweeper for correct operation.
    - Prepare water hoses for sweepers.
    - Perform related duties as required.

    QUALIFICATIONS

    Knowledge of:

    - Principles and practices of training, including safety practices and related recordkeeping.
    - The operation and maintenance requirements of frontend loaders, mechanical and vacuum street sweeping equipment, and other more complex waste collection equipment.
    - The work and routine of waste and refuse collection and disposal and street sweeping.
    - Hazards involved and applicable safety rules and regulations in equipment operation.
    - Traffic laws, ordinances, and rules pertaining to equipment operation.
    - General layout of the City.

    Ability to:

    - Lead the work of crews and perform advanced solid waste refuse collection work.
    - On a continuous basis, know and understand maintenance activities and observe safety rules.
    - Evaluate problem equipment and identify safety hazards; locate collection equipment maps; operate equipment, and explain assignments to subordinate employees.
    - Identify and report or resolve customer service problems.
    - Operate frontend loaders and street sweeping equipment skillfully, safely, and according to traffic laws and departmental regulations.
    - Understand and carry out both oral and written instructions and to work independently in the performance of regular duties.
    - Perform heavy manual labor for extended periods of time, sometimes under adverse weather conditions.
    - Maintain effective work relationships with employees and customers.
    - Exercise tact, judgment, and patience in dealing with the public.
    - Read and comprehend a route map and be able to follow and complete a designated route assignment.
    - Read and write the English language at a level necessary for efficient job performance.
    - Drive for an extended period of time up to DOT limits.
    - Perform minor adjustments to sweeping equipment, as necessary.
    - Inspect for pre-trip and post-trip as required by the Department of Transportation.

    Skill in:

    -The operation and maintenance of complex refuse collection equipment.

    EXPERIENCE AND EDUCATION:

    Experience:
    Two years of experience comparable to an Integrated Waste Equipment Operator with the City of Sacramento.

    - OR -

    Three years of experience in the operation of two or three-axle vehicles with a Gross Vehicle Weight Rating (GVWR) of 30,000 pounds or more.

    SPECIAL QUALIFICATIONS:

    Driver License:
    Possession of a valid California Class B Driver License with a Tank Vehicle endorsement is mandatory and is a condition of continued employment. Loss fo the Class A or B License and/or Tank Vehicle endorsement is a cause for disicpline. Cases where individuals do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.

    Assessment:
    If considered for appointment, candidates must pass a pre-employment drug test.

    PHYSICAL REQUIREMENTS:
    Employees must possess the ability to push and pull objects up to 15 pounds frequently and 40 to 50 pounds occaisionally; and, lift and carry objects up to 30 pounds rarely.

    PROBATIONARY PERIOD:

    Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.

    2. Screening Committee : (Pass/Fail)- Human Resources will evaluate employment applications for the minimum qualifications stated on the job announcement.

    4. Performance Test: (Weighted 100%) - Qualified candidates will be notified by email of the test date, time, and location approximately one to two weeks prior to the test. The performance test will be job related and may include, but not limited to, the knowledge and abilities as outlined above. The performance exam will be administered in English only.

    TEST EXEMPTION - If you have previously taken the Senior Integrated Waste Equipment Operator exam within the past year of the final filing date of this posting, you may be considered exempt from taking the Senior Integrated Waste Equipment Operator Exam.

    The City of Sacramento’s Human Resources Department will verify applicant’s eligibility at the time of the final filing deadline of this job posting.

    5. Eligibility - Candidates who pass the performance test will be placed on an eligible list. The hiring department may contact those on the eligible list for an interview at any time during the life of the one-year list. Candidate’s eligibility expires year from the date of notification of a passing score for the Senior Integrated Waste Equipment Operator examination. Candidates can take the examination at any time to maintain eligibility.

    • If you are currently on an active eligible list for the Senior Integrated Waste Equipment Operator classification, it is unnecessary to retake the examination.


    • The eligible list is effective one year from the date of passing the examination for the Senior Integrated Waste Equipment Operator .


    • If you are hired from the eligible list you will no longer have active status on the eligible list per Civil Service Board Rule , 5.7(i). Applicants interested in maintaining their eligibility will need to take and pass the exam after their hire date.


    6. Conditional Hire : Upon receipt of a conditional offer, the selected candidate must complete and pass Live Scan/fingerprinting ; review by Human Resources, a pre-employment medical exam, controlled substance and / or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.
