    The Network & Systems Administrator d elivers exceptional customer service by facilitating the effective use of technology for City of Loveland staff and Public Safety personnel. This includes overseeing the acquisition, implementation, maintenance, and support of computers, networks, and Public Safety applications. Ensure clear, timely, and efficient communication with customers, while staying current on emerging technologies and innovative solutions.

    The salary range for this position is $40.39 - $54.52 per hour with a hiring range of $40.39 - $47.45, depending on qualifications and experience. The position will be open until filled.

    This is an excellent opportunity to become part of a seasoned technology team supporting Public Safety networks and applications within a top-tier municipal government. The team plays a critical role in maintaining the uninterrupted operation of technical systems for a 24/7 government agency. Their responsibilities cover a broad range of systems, including (but not limited to) network routers, switches, firewalls, storage servers, records management systems, dispatch and communications platforms, camera systems, and various other technical hardware. The work environment is dynamic, fast-paced, and deeply impactful.

    Essential Functions:
    • Must possess in-depth knowledge of the City’s Public Safety network and relevant software applications, along with a general understanding of all supported systems, to effectively analyze and meet customer support needs. Responsible for maintaining and managing the organization’s computer systems, servers, and networks to ensure secure, reliable, and efficient operation. This includes designing, implementing, and supporting network infrastructure, configuring network devices, troubleshooting issues, and upholding robust network security to protect data and maintain system integrity.
    • Collaborates with staff across various Public Safety groups to analyze current system capabilities, resolve issues promptly, assess the feasibility of new system features, and oversee their implementation and quality.
    • Develops scopes of work for new applications or enhancements to existing network and systems based on departmental needs and system requirements, managing the testing and implementation process within defined guidelines.
    • Acts as a primary point of contact with third-party application vendors to coordinate upgrades, resolve system issues, define specifications for new features, and schedule training as needed.
    • Ensures optimal system availability by performing system and application updates during off-hours, including evenings and weekends.
    • Conducts periodic system performance analyses and reports findings to the Applications Manager.
    • Utilizes various tools—including project management platforms, web services, reporting tools, programming languages, and Microsoft Office products—to execute processes efficiently.
    • Identifies backup requirements for applications, programs, and data, coordinating with appropriate IT personnel to ensure proper procedures are in place.
    • Defines preliminary requirements for networking and computer equipment needed to support new or updated applications.
    • May perform delegated duties in the absence of the Applications Manager.
    • Recommends, purchases, installs, configures, and troubleshoots hardware and software for City and Public Safety users, including mobile computing devices.
    • Serves as a liaison among application vendors, Public Safety agencies, and external partners to facilitate communication and collaboration.
    • Leads or supports the rollout of new hardware and software by defining and implementing associated processes.
    • Provides end-user support, resolving hardware, software, and training-related issues.
    • Evaluates, recommends, and implements technology solutions related to Internet use, data storage, virtualization, email, data backup, antivirus protection, and security.
    • Manages and troubleshoots network infrastructure using standard industry tools.
    • Performs daily system administration tasks, including backups, user account maintenance, performance monitoring, and system tuning.
    • Continuously monitors technology trends and advancements to recommend solutions that align with Public Safety and the City’s operational and financial goals.
    • Documents all new and existing technology implementations to ensure clarity and continuity.
    • Ensures IT services for Public Safety meet high industry standards and align with organizational objectives

    Other Job Functions:
    • In addition to the technical responsibilities of this role, the candidate must demonstrate strong, timely communication with customers and actively collaborate both within the organization and with external agency partners.
    • Performs other duties as assigned.

    Qualifications:

    Education:
    • Required: 4 Yr/Bachelor's Degree in Information Systems or closely related field.

    Experience:
    • Required: 3 Years experience Windows server OS administration and large network management.
    • Preferred: Experience in a Public Safety environment strongly preferred, including Public Safety Computer Aided Dispatch, Public Safety Records, Automated Field Reporting, Automated Vehicle Location, Mobile Data Systems and GIS.
    • Equivalency: An equivalent combination of education and or experience may substitute for education requirements on a year for year basis.

    Certifications:
    • Must possess a valid driver's license.

    Knowledge, Skills, and Abilities:
    • Proficient in current Microsoft technologies, including Windows Server, Windows 10/11, SQL Server, Active Directory, Microsoft 365, and Windows system administration.
    • Experienced with virtualization platforms such as Microsoft Hyper-V and VMware, as well as Netgate firewalls and modern data storage systems.
    • Strong understanding of networking concepts, including TCP/IP, wireless networking, and network hardware topology, with proven troubleshooting skills.
    • Familiarity with scripting and automation tools, including PowerShell, for task automation and system management.
    • Knowledge of project management principles, business process analysis, and application design to support technology-driven improvements.
    • Ability to analyze and enhance business processes through technology to increase efficiency and ensure data integrity.
    • Competent in writing database queries using SQL and proprietary tools.
    • Capable of interpreting and applying complex technical documentation.
    • Excellent customer service, communication, and interpersonal skills, with the ability to handle high-pressure situations with professionalism and patience.
    • Able to manage multiple tasks and priorities effectively, balancing day-to-day support with long-term project work.
    • Demonstrated ability to work collaboratively in a problem-solving and coordinating environment.

    Physical Demands and Working Conditions:
    • Frequent: Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.

    Working Environment:
    • Frequent: Exposure to routine office noise and equipment
    • Occasional: Exposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident.
