    Position Description

    Tacoma Power's Transmission & Distribution (T&D) section is looking for a Power Systems Engineering Manager to manage our Line Engineering team! In this role, you will lead an established team of engineers responsible for design, analysis, modeling, work package production, and project management related to overhead and underground distribution and transmission lines ranging from 12.5kV to 230kV. Projects include, but are not limited to, system upgrades and hardening, asset replacements, joint use make-ready work, and relocations due to transportation projects.

    Responsibilities Include:
    • Exemplify T&D Core Values: Accountability, Communication, Integrity, Professionalism, Respect, and Safety.
    • Recruit, interview, evaluate, and recommend staff hiring; recommend and/or support other personnel actions.
    • Mentor, train, and coach line engineers at associate, principal, and intermediate levels; participate in one-on-one meetings; work with staff to establish goals and development plans.
    • Conduct staff meetings; distribute, explain, and support policies and procedures; communicate the broader context in which Line Engineering operates.
    • Allocate resources to projects and other tasks; manage individual and team workload and performance.
    • Coordinate resources and outages with other work groups and projects.
    • Promote and ensure adherence to T&D Project Management best practices.
    • Create and maintain processes, procedures, and guidelines for Line Engineering; ensure appropriate quality of work order packets, design drawings, cost estimations, and models.
    • Promote compliance with National Electrical Safety Code (NESC); support compliance with applicable North American Electric Reliability Corporation (NERC) standards; advise on and ensure team compliance with franchise agreements and applicable laws and regulations governing placement of T&D infrastructure within public rights of way.
    • Support Construction & Maintenance Line Crews and other field staff and make field visits as needed; advise Construction & Maintenance of anticipated upcoming work to support their work management efforts.
    • Promote partnership with Real Property, Account Executives, Legal, Public Affairs, Public Information, Finance, Joint Use, Civil/Structural Engineering, and other internal work groups; foster productive working relationships with other City of Tacoma Departments, franchise partners, other utilities, and developers.
    • Develop contracts with customers, governmental entities, other utilities, etc., in consultation with Tacoma Public Utilities Legal counsel and others as needed; present contracts to Public Utility Board and Executive Leadership as appropriate.
    • Work with Real Property work group to obtain property rights (such as easements) for transmission and distribution lines.
    • Support biennial Capital Budgeting process; develop Business Cases and budget requests and oversee development by staff; manage (or, for delegated items, ensure management of) capital budget performance under Line Engineering purview, including spending projections and opening and closing accounting.
    • Develop and manage biennial Operations & Maintenance Budget for the Line Engineering Cost Center.
    • Establish and manage consultant services and specialized procurement contracts following City of Tacoma procurement rules (or oversee delegation of these tasks); present contracts to Public Utility Board and Executive Leadership as appropriate.
    • Serve as Damage Assessment Team Leader within Incident Command System as needed during emergencies impacting the electric system, such as wind and ice storms; plan, prepare, and provide training.
    • Support implementation of Tacoma Power’s Wildfire Mitigation Plan.
    • Negotiate franchise agreements; present negotiated agreements to Public Utility Board for approval.
    • Keep Tacoma Power’s T&D Section Management apprised of issues.


    Qualifications

    Minimum Education*
    Bachelor's degree in electrical engineering or directly related field

    Minimum Experience*
    6 years of engineering experience including 2 years as a licensed Professional Engineer and 1 year of experience at the senior, lead and/or supervisory level

    *Equivalency: 1 year of experience = 1 year of education

    Licensing, Certifications and Other Requirements
    Washington State Licensed Professional Engineer

    AS ASSIGNED:
    • Washington State Driver's License
    • Some positions may require individuals to complete annual CIP training after employment and pass a comprehensive personal risk assessment (background check) prior to employment and every five years thereafter as required by federal regulatory requirements (NERC-CIP)
