    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION:

    This position will work in a specialized role that is meant to improve the outreach efforts of the Hunters Education Program while improving the approach to R3 (recruitment, retention and reactivation) strategies and creating applicable relationships with community programs, volunteer instructors, non governmental partners, and facilitating the relationship with the Becoming an Outdoors Woman program contractors that host workshops on behalf of the Texas Parks and Wildlife Department.

    Under the direction of the Hunter Education Manager, this position performs highly advanced (senior-level) training and development work and is responsible for conducting and coordinating mandatory hunter education programs (Section 62.014 P&W Code) throughout one of four regions in Texas (South East, South, North and West/Central) and, often, playing the lead role in R3 (Recruitment, Retention and Reactivation) Hunting and Shooting Sports strategies in the region (TPWD R3 Plan). This position places specific attention on outreach efforts for the Hunter Education program that include the modernizing the approach to audiences in a virtual environment, forming relationships with community-based programs that represent target audiences and professionally affiliated partner organizations, maintaining the contractor led Becoming an Outdoors Woman Program, and determining locations for increased programming opportunities. This position is called upon to develop and/or modify training design based on need and the analysis of success, instructor input and need to expand the advanced hunter education curricula entitled Hunting 101s. Handles hundreds of queries monthly from the public seeking hunter education courses, address changes, and student and instructor assistance with the mandatory program requirements and with game laws and hunting seasons. Oversees the development and evaluation of hunter education student and instructor coursework. This position performs formal and informal educational and outreach functions for the Hunter Education program on behalf of the Texas Parks and Wildlife Department, as well as similar functions for resource division staffs. Sets regional priorities based upon the goals and strategies outlined in the hunter education instructor manual and Program SOP. Assist directly with goals of all program subgrantees. Works with heavy equipment (e.g., trailers, UHVs, trap throwers, firearms, and related equipment). Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations, and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a bachelor's degree.

    Experience:

    Four years' experience in Natural Resource Education, Outdoor Recreation, Volunteer Management or teaching Archery, Firearm Proficiency, Physical Education or Agriculture Science.

    Licensure:

    Applicant must possess a valid State driver's license;

    Must possess one of the following certifications (copy of current certification including certification/registration number required with application):

    Hunter Education Instructor Certification;

    NRA/ATA/NSSA/NSCA or Similar Rating in at least one discipline (e.g., RSO, Rifle, Shotgun, Handgun, etc.) (within 6 months of employment);

    National Archery in Schools Program (NASP) Basic Archery Instructor (BAI) (within 6 months of employment);

    SAR Basic Air Rifle Instructor (within 6 months of employment).

    NOTE: Retention of position contingent upon obtaining and maintaining required license and certifications.

    ACCEPTABLE SUBSTITUTIONS:

    Education:

    One additional year of the required experience in Natural Resource Education, Outdoor Recreation, Volunteer Management or teaching Physical Education or Agriculture Science may substitute for 30 hours of the required education or the degree field requirements, with a maximum substitution of 120 semester hours.

    Experience:

    Graduation from an accredited college or university with a master's degree in Natural Resource Education, Outdoor Recreation, such as Park Administration, Biology, Education, Agriculture Science, Natural Resource Management, Conservation, Fisheries and Wildlife Management, may substitute for one year of the required experience in Natural Resource Education, Outdoor Recreation, Volunteer Management or teaching Physical Education or Agriculture Science.

    PREFERRED QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university with a bachelor or post bachelor's degree in a field directly to natural Resource Education, Outreach and Outdoor Recreation, such as Park Administration, Recreation, Biology, Education, Agriculture Science, Natural Resource Management, Conservation, Fisheries and Wildlife Management.

    Experience:

    Two years' experience in partnership development, volunteer management and/or event planning;

    One-year experience as Texas Hunter Education Instructor;

    National Archery in the Schools Program Basic Archery Instructor (NASP BAI);

    NRA, American Trap Shooting, National Sporting Clays Instructor or similar;

    One year of developing and delivering in-staff training at an instructor level;

    Ability to read, write and speak English and Spanish;

    One year experience as an active hunter or target shooter (e.g., rifle, shotgun, handgun, archery);

    One year experience working on implementing R3 Strategies.

    Licensure:

    Current Hunter Education Instructor Certification;

    Bowhunter Education Instructor Certification;

    Current Instructor Certification in Target Shooting (e.g., rifle, air rifle, shotgun, handgun, home firearms safety, Range Safety Officer, Archery or related shooting certification).

    KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledge of TPWD mission, goals, and programs;

    Knowledge of regional youth and other community-based organizations;

    Knowledge regarding the Student Air Rifle Program;

    Knowledge regarding the Becoming an Outdoors Woman Program;

    Knowledge of barriers to outdoor participation in target audiences; and strategies to assist in overcoming these barriers;

    Knowledge of training curriculum development, procedures, techniques, and practices;

    Knowledge of procedures to facilitate group dynamics within partner relations;

    Knowledge of managing content and data for effective use and reporting;

    Knowledge of safety and risk management requirements for working with children;

    Knowledge of archery and/or target shooting (live fire), safe and responsible shooting practices;

    Knowledge of hunting, bow hunting and/or wildlife management, safe and responsible principles, and practices;

    Knowledge of learning theory and hands-on training practices.

    WORKING CONDITIONS

    Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturday, Sunday, and holidays;

    Required to work overtime as necessary;

    Required to perform manual labor including, lifting supplies and materials up to 50 lbs.;

    Required to perform work outdoors, occasionally in adverse weather conditions;

    Required to travel up to 30% with possible overnight stays;
