ABOUT THE DEPARTMENT: The mission of the Department of Finance (DOF) is to instill the public's trust and ensure the financial integrity of the County of Marin by safeguarding the County's funds and promoting the prudent utilization of resources.
The DOF maintains the accounts of County government, the County’s school districts, and many of the special districts within Marin County. The Department of Finance also administers the County’s major financial, budgetary, payroll, fixed asset, tax apportionment and revenue collection systems.
ABOUT THE POSITIONThere is currently one (1), full-time on-site regular hire vacancy within the Central Collections Unit within the Property Tax Division.Under general direction, the Senior Accounting Assistant performs a variety of para-professional accounting duties focused on supporting the administrative and fiscal functions related to billing and collecting business license fees, transient occupancy tax (TOT), sales tax, and other debts owed to the County. Responsibilities include processing business license and TOT applications, leading the annual business license renewal cycle, and managing monthly TOT renewals.
The Senior Accounting Assistant also interprets and applies established accounting and fiscal policies and procedures. They perform moderately complex tasks such as posting general ledger transactions, preparing journal entries, reconciling account balances, and analyzing financial records to support daily and monthly reconciliations.
This position involves handling sensitive data exchanges with other government agencies and requires proficiency in using multiple core systems. The role also demands technical expertise in processing and reconciling a high volume of electronic payments. Daily responsibilities include extensive customer service, cashiering, and direct interaction with the public. This is an advanced journey-level position that requires considerable independent judgment.
ABOUT YOUOur Highly Qualified Candidate is an excellent communicator, both written and verbal, and adept at communicating with a variety of clients and audiences. They have prior experience with billing, accounts receivable and accounts payable processing, as well as other statistical, financial, fiscal and/or office support duties, primarily using Microsoft Excel and financial systems. The ideal candidate has prior experience with processing a variety of financial transactions requiring attention to accuracy and detail. They have experience performing complex calculations and reconciliations; interpreting lesser legislative and regulatory changes and compliance; working with automated financial and reporting systems; and have billing/collection experience in a public sector setting or experience working in a highly regulated private sector environment. The ideal candidate is very organized, dependable, accurate, has an intermediate to advanced level of proficiency with MS Excel and is able to work both independently and as part of a team.
QUALIFICATIONS
Knowledge of:
- Principles and practices of financial and accounting document processing and record keeping.
- Principles and practices of auditing and reconciling a variety of financial documents and records.
- Procedures, terminology and forms related to the functional area(s) to which assigned.
- Computer applications related to the work, including word processing, spreadsheet and data base applications.
- Standard office practices and procedures, including the operation of standard office equipment.
- Basic budgetary and public agency financial record keeping principles and terminology.
- Business arithmetic.
Ability of:
- Perform complex and difficult accounting, financial, payroll, billing statistical and/or budgetary support work.
- Prepare a variety of complex financial, accounting, payroll and statistical reports, journals and ledgers, utilizing departmental-specific computer and network applications.
- Review, audit and reconcile financial, accounting, payroll and budgetary documents and records.
- Enter a variety of information into automated financial, accounting and statistical reporting systems.
- Interpret, apply and explain standard accounting, financial, departmental and County policies, procedures and transactions.
- Make accurate arithmetic and statistical calculations.
- Prepare accurate and timely billings.
- Provide lead direction to staff on a day-to-day or project basis.
- Organize own work, setting priorities and meeting critical deadlines.
- Establish and maintain effective working relationships with those contacted in the course of the work.
