Office of Administration/Employee Engagement Division is transforming its approach to end-to-end talent management to better serve the citizens of Missouri. We are committed to recruiting, retaining and training top talent across Office of Administration. To help move this effort forward, we are looking for a professional to help deliver a recruiting program for our department.
We’re looking to fill a role of Human Resources Generalist/Recruiter within the OA Office of Employee Engagement. The focus of this position will be to full cycle recruitment for the Office of Administration. The right candidate will be able to successfully work with a variety of hiring managers and meet their individual recruitment needs. The selected individual will also be responsible to help support major initiatives such as our MoCareers online application platform and onboarding framework. Both innovative and traditional sources of recruitment strategies and processes will be leveraged to source all possible talent pools; work as a front-line recruiter to include event coordination with schools and agencies, as well as sourcing candidates directly. The position is fast-paced with a lot of details to manage all at once. The right person will thrive in a newly developed environment as we continue to build our modern recruitment approach for OA. - Lead the supportive recruitment process to manage all details for the recruitment, application and hiring process for the Office of Administration. Become a MoCareers user expert.
- Work directly with hiring managers regarding effective recruitment and hiring practices that can be used to fill their vacancies. Focus on data metrics and continuous improvement in the hiring processes.
- Establishes recruiting requirements by meeting with managers to discuss needs at the beginning of the process.
- Achieves staffing objectives by recruiting and evaluating job candidates; advising managers; and supporting the candidate selection and hiring processes for the Office of Administration.
- Work quickly to ensure all hiring details are obtained for a smooth transition from job applicant to new team member. Support the hiring manager as they prepare to bring on a new team member. Work the ticket for all hiring needs with our HR business partners.
- Participate in reviewing job postings, advertisements and branding efforts to ensure consistent messaging and a positive candidate experience.
- Represent the Office of Administration at career events. Be familiar with highest need areas and be able to speak to those opportunities to help find the best talent.
- Utilize various platforms to source talent for customer agencies to include LinkedIn, Indeed, MoCareers, etc. Work with various sources to help keep a flow of quality candidates to our biggest need areas.
- Contribute to highlighting opportunities within the Office of Administration on established social media channels.
- Foster an environment of inquisitiveess, transparency, effective communication, trust and teamwork. Developing relationships within divisions of OA will be paramount.
- Assist with special projects as directed by executive leadership.
Minimum Qualifications - Three to five years of professional experience in talent acquisition or human resources. Additional education and/or experience may substitute for these qualifications.
Preferred Knowledge, Skills, and Abilities - Creative self-starter who can foster effective relationships and work in a collaborative manner with internal and external customers. Must be a servant-leader that finds pride in public service.
- Ability to comprehend and execute modern talent acquisition strategies in a competitive employment market.
- Resourceful in finding the best use of budget dollars, time and teams to help accomplish goals.
- Very strong organizational skills to manage all the recruitment and hiring details, event details, follow-up with agencies, candidates, etc.
- Strong written and verbal communication skills, from one-on-one to working with large, diverse groups.
- Competency in developing interpersonal relationships. Must be able to take hard feedback and learn from it.
- Ability to market ideas and initiatives in ways that build interest and encourage buy-in and participation among employees at all levels.
- Must be comfortable with performing in gray areas; not all details and expectations are readily available. We sometimes have to figure it out as we go.
- Skilled with MS Office and social media platforms and the ability to quickly navigate software.
