  • Job Description

    The Medical Officer position serves as a member of the Missouri - 1 Disaster Medical Assistance Team (MO-1 DMAT). This position supervises and chooses the proper basic and advanced emergency medical care procedures pertinent to the situation . This position reports to the directly to a Supervisory Medical Officer when deployed. Administratively, this position reports to the Chief Medical Director.

    Job Description:

    • Serves as triage medical officer in the initial phases of emergency operations.
    • Supervises direct medical care, makes medical diagnoses and administers medical treatment to people who have been injured or become ill due to a disaster or major incident.
    • Supervises medical treatment administered by other professional and technical personnel to assure that adequate and appropriate services are provided to those in need. Recommends methods and procedures for coordination of medical services with other medical activities.
    • Supervises the following positions: physician assistant(s), nurse practitioner(s), respiratory therapist(s), laboratory technician(s), supervisory nurse(s), and supervisory paramedic(s). Carries out a full range of administrative duties in the performance of supervisory responsibilities.
    • Provides detailed patient assessments, performs minor surgeries, treats simple fractures and wounds, and provides a wide range of ambulatory medical interventions. Diagnoses traumatic and non-traumatic injury, providing treatment when symptoms are clear. Responsible for recognizing symptoms that require referrals, and makes such recommendations to the Supervisory Medical Officer.
    • Identifies conditions requiring urgent surgical intervention and makes referral for services.
    • Performs resuscitation, establishes intravenous access, performs basic and advanced airway procedures and chest tubes. Performs advance cardiac life support.
    • Diagnoses musculoskeletal and neurologic injuries by physical examination. Stabilizes musculoskeletal injuries in those cases where normal treatment procedures can be applied. Identifies internal and external hemorrhage, arrests external hemorrhage by pressure and by ligation of superficial vessels. Orders and/or administers medications for infection control, pain relief, and other conditions; where no complicating factors exist.
    • Identifies conditions requiring urgent surgical intervention and makes referral for service. Classifies and prioritizes patients for further treatment and evacuation.
    • Performs other related duties as assigned.


    Qualifications:

    • Must possess a valid and unrestricted Missouri Physician’s license to practice in the State of Missouri.
    • Familiar with specialized experience related to the National Disaster Medical System (NDMS) Response Team position, equivalent to at least the GS-08 level in the Federal service.
    • Must have a valid ACLS, ATLS (or equivalent), PALS, (or equivalent) and CPR.
    • Completion of NIMS courses: ICS-100, ICS-200, ICS-700, and ICS-800.


    Knowledge, Skill & Abilities:

    • Knowledge of the NIMS Incident Command System.
    • Knowledge of other disaster response organizations and their missions, i.e., FEMA, Red Cross, Non Governmental Organizations, etc. for the purpose of exchanging disaster-related information.
    • Knowledge of the Federal Response Plan and the Missouri Emergency Operations Plan.
    • Ability to provide leadership and supervision of staff.
    • Ability to effectively manage people.
    • Ability to develop strategic plans to meet established goals.
    • Skill in critical thinking processes.
    • Experience providing standardized advanced life support level care and interaction techniques for the purpose of establishing effective relationships with patients and interacting with members of the treatment team.
    • Experience in oral and written communication to prepare reports, develop policies, procedures, present proposals, and provide advice, guidance and assistance.
    • Ability in dealing with people and organizations in a diplomatic manner.
    • Experience in using terminology for describing patient reactions, patient care and medication for the purpose of instructing patients.
    • Ability to set priorities, plan, and implement activities to maximize efficiency.
    • Ability to establish effective relationships with the MO - 1 DMAT community to exchange information on programs, ideas, etc.
    • Ability to use a computer to store, retrieve and compile data and prepare reports.
    • Ability to effectively organize and plan during crisis situations.


    W ork Environment:

    The work environment involves moderately high risks or discomforts, which require special precautions, e.g., working with risk of exposure to contagious disease, radiation or infection or in working with emotionally disturbed patients. Precautions are routine for nearly all situations. This position may be required to use protective clothing or gear. The work environment may involve high risks of exposure to potentially dangerous situations where conditions cannot be controlled.
