    This recruitment will establish an employment list to fill current and may future vacancies within the Health and Human Services Agency. The anticipated life of the employment list is six months.     Current Vacancy is with the Health and Human Services Agency located in Visalia.

    Typical Duties

    Plan, supervise, and evaluate the work of environmental health staff assigned to an area of environmental quality control programs; advise on the interpretation and application of laws, ordinances, regulations and policies; develop and implement programs and procedures; instruct field staff in uniform methods of inspection and enforcement procedures; advise and assist district Environmental Health Specialists and Dairy Inspectors in dealing with and solving difficult problems; meet regularly with their team to discuss policies, procedures, inspection activities, goals and objectives; coordinate program activities, including inspections and investigations, with other federal, state and local agencies; supervise the review and approval of emergency response, site assessment and remediation, and construction plans for conformance to laws, regulations and ordinances; confer with and advise other agencies and groups on environmental quality control matters; assist staff in planning and conducting public education programs; make presentations to the department, branch, agency or public concerning department activities; provide administrative assistance in compiling workload data and distribution of information; prepare reports and correspondence; develop effective data retrieval systems; assist in the development of policies; attend conferences and internal and external meetings; conduct inspections and investigations to determine environmental health problems as needed; resolves conflict and complaints appropriately; conducts outreach events; assist in review of the environmental health budget; oversight of billing and permit review; assist in writing grant applications and has oversight of program specific grant deliverables; assist in training lower-level staff.

    Minimum Qualifications

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Education: Bachelor’s degree in environmental health, science, agriculture or related fields of science.

    Equivalency for Education: Possess alternate qualifications per Title 17, Article 1, Section 7941 of the California Administrative Code.

    Experience: Three (3) years of experience as a registered environmental health specialist OR three (3) years of experience as a registered dairy inspector

    Knowledge of: Principles and practices of environmental quality control, sanitation, and public health; principles and practices of supervising and training; principles and practices relating to safe food production, processing, and handling; chemistry, biology, microbiology, geology, hydrology and environmental health sciences sufficient to evaluate food sanitation, air and water emissions, sewage and drinking water systems, solid waste management, land use constraints, and hazardous material issues; advanced math including algebra, geometry, and statistical analysis; federal and State laws and regulations governing environmental quality control, water and land use, public health sanitation, hazardous materials, and solid waste management; proper sampling procedures for laboratory analysis and field test procedures; relevant scientific and technical terminology; methods and techniques for interviewing, investigating, conducting inspections and resolving air and water pollution problems, and unsanitary conditions; environmental research and statistical methods; basic water works construction features; methods of design, construction and operation of sewage disposal systems, swimming pools, and wells sufficient to evaluate plans; methods in resolving problems and enforcement procedures; safety practices of the industry.

    Skill/Ability to: Work and communicate effectively with people of various educational and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of a computer, keyboard, and all applicable electronic equipment; coordinate work assignments of division staff members; read, interpret documents, and apply complex laws and regulations; analyze test results and inspection reports accurately, draw valid conclusions, make recommendations and take effective action; detect unsanitary conditions and public health hazards. Analyze and make decisions regarding adequacy and effectiveness of proposals regarding site assessment and remediation activities; develop and implement new policies and procedures; perform the most complex and sensitive work, conduct investigations, inspections, and apply appropriate reporting procedure; use various water treatment, purification, and testing equipment; organize and conduct meetings; plan and present materials effectively; communicate and explain technical and legal terms to public groups and people from various educational and socioeconomic backgrounds; use patience, tact and courtesy to deal with people under various circumstances; write clear, concise, grammatically correct reports, letters, notes and memos; establish and maintain records; give and follow complex verbal and written instructions; present technical information in graphic form; make scale drawings and plot plans; instruct in the methods and procedures of sanitary inspection and correction of unsanitary conditions; coordinate work with others; adjust to changes in workload; establish priorities and meet deadlines; use test equipment for field chemical tests; resolves conflicts and responds appropriately to complaints; effectively communicate by educating groups on the principles and reasons for a safe and healthy environment; complete multiple projects with deadlines under stressful conditions; establish, implement, and achieve goals and objectives; maintain confidentiality; oversee investigations’ participate in technical advisory committees; work a flexible schedule including after hours and weekends; operate a personal computer and other office equipment.

    License or Certificate:

    Possession of, or ability to obtain an appropriate, valid California driver's license.

    Must have one of the following professional certifications:
    • A valid Environmental Health Specialist certificate of registration issued by the California State Department of Health Services
    • A valid Registered Dairy Inspector certification issued by the California Department of Food and Agriculture;

    DESIRABLE EMPLOYMENT STANDARDS

    Knowledge of: Principles and practices of Environmental Health and Dairy inspections; local regulations governing environmental quality control; proper legal procedures to prosecute violators and to testify in court; land use concepts and procedures.

    Skill/Ability to: Write grant proposals and project summaries; certifications as applicable; underground Storage Tank (UST) Inspector-International Code Council (ICC); Lead inspector assessor; Certified Pool Operator (CPO), Registered Environmental Health Specialist (REHS), Registered Dairy Inspector (RDI)

    Conditions of Employment

    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

    Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $30,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation : A voluntary deferred compensation plan is available.
