    Under direct supervision, the Per Diem Public Health Nurse II provides public health nursing clinical, field and program services to the community and performs related duties as assigned.

    The Road to Resilience (R2R) Program is a California state initiative led by the Department of Social Services’ Office of Child Abuse Prevention (OCAP) and will be part of Community Health Nursing Department in Public Health. It is designed to support pregnant individuals and caregivers with current or past substance use, as well as those caring for substance-exposed infants. The program aims to reduce risks associated with substance use and child maltreatment by providing comprehensive Public Health Nursing services partnered with Human Services Agency social workers.

    Ventura County Public Health (VCPH) seeks to hire a trauma-informed Public Health Nurse to provide comprehensive biopsychosocial nursing assessment and individualized care plans for the families referred by Child and Family Services, fostering trust and improving health outcomes. VCPH will support pregnant and parenting women, families, and infants up to 12 months through culturally responsive, evidence-informed interventions and services.

    The ideal candidate for this Per Diem Public Health Nurse position is a compassionate, skilled professional with a strong foundation in public health nursing and experience in home visiting and case management. They bring a trauma-informed, culturally sensitive approach, particularly in serving pregnant individuals and caregivers affected by substance use. Committed to the goals of California’s Road to Resilience (R2R) Program, the candidate is adept in case management, clinical service delivery, and resource coordination. Strong communication skills, flexibility, and the ability to work independently and within interdisciplinary teams are essential for success in this role.

    What We Offer
    In addition to a competitive salary, this position may be eligible for:
    • Education Incentive: Possible educational incentive of $1.25 or $1.75 based on completion of a Bachelor's or Master's degree.
    • Bilingual Incentive: Incumbents may be eligible for bilingual incentive depending upon operational need and certification of skill. Proficiency levels by exam are $0.69/hour (Level I), $1.00/hour (Level II), or $1.32/hour (Level III).
    • Certification Pay: $0.813 per hour based on scheduled work week hours for each qualified certification up to a maximum of five (5) certifications
    • Evening Shift Differential: 7.5%
    • Night Shift Differential: 15%
    • Weekend Shift Differential: $2.00 per hour
    • Charge Nurse Premium Pay: $1.00 per hour
    • Float Nurse Premium Pay: $2.50 per hour
    • Standby Premium Pay: 1/4 of regular hourly wage or Federal minimum wage (whichever is greater)
    • Health Care Plan: Per Diem employees may purchase the Ventura County Health Care Plan (VCHCP) at their own expense.
    • Holidays: 11 days per year eligible for premium pay at the rate of time and one-half for all hours worked on the holiday.

    AGENCY/DEPARTMENT: Health Care Agency - Public Health

    The Per Diem Pool (PDP) classifications are distinguished from the Regular classifications in that the incumbents in these classifications receive limited benefits. They will receive shift differential, standby and callback premium pay and will participate in the Ventura County Employees' Retirement Association if they are assigned a biweekly work schedule of 64 hours or more. Incumbents hired into these positions are not guaranteed any specific number of work hours per biweekly pay period, and management has the authority to relieve them from duty when there is insufficient work.
    Per Diem Registered Nurse II is represented by the California Nurses Association (CNA) and is eligible for overtime compensation. Salary placement will be determined according to the current California Nurse's Association (CNA) memorandum of agreement linked above.

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Per Diem vacancy.

    Examples Of Duties

    Duties may include, but are not limited to the following:
    • Manages public health caseload which includes assessment, intervention and referral on medical, psycho-social, nutritional, educational and development needs of individuals, families and community groups;
    • Performs clinical duties in assigned public health areas;
    • Provides community health assessment and planning for a geographical area in conjunction with other community agencies and groups; and
    • Performs other related duties as required.


    Typical Qualifications

    These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, and EXPERIENCE:
    • Possession of a Bachelor's Degree from an accredited program in Public Health Nursing.
    • A minimum of six (6) months of registered nursing experience in a public health capacity.

    Necessary Special Requirements:
    • Possession of a valid State of California Registered Nurse license
    • Possession of State of California Public Health Nurse credential
    • Possession of a valid State of California driver license
    • Must have a current, valid Basic Life Support (BLS/CPR) certification by first day of employment
    • Must receive certification for Advanced Cardiac Life Support (ACLS) and Advanced Fetal Monitoring within six (6) months of hire
    • Must possess Pediatric Advanced Life Support (PALS) certification within six (6) months of hire

    Knowledge, Skills, and Abilities:

    Knowledge of: public health nursing theory and practices; basic nursing skills; and community resources as they relate to Public Health nursing.

    Ability to: carry out the duties of a field nurse; interface with community groups; communicate effectively in an oral and written manner; establish effective working relationships with community organizations and other County/State agencies; work in Public Health Clinics following identified protocols.
