JOB SUMMARY Oversees the daily operations of multiple Women, Infants, and Children (WIC) Program clinic locations to ensure innovative, efficient, quality, and timely services. Supervises WIC Health & Nutrition Supervisors and provides resources and assistance. Provides client services on a regular basis. Communicates regularly with WIC administration.
ESSENTIAL FUNCTIONS AND DECISION MAKING ESSENTIAL FUNCTIONS Ensures adequate resources for facilities, staff, and clients at each clinic: assesses and communicates needs to WIC Program Administration; assists with safety reviews and efficiency audits; balances staffing with client caseload and schedules accordingly.Conducts a variety of staffing and personnel functions: Assists with employee selection, training, evaluation, guidance, and scheduling; prepares and provides education and resources to employees in individual and group training settings; ensures employees are performing duties according to policies and procedures; maintains up-to-date and accurate documentation of personnel activities and clinical operations; supervises assigned personnel.Participates in Quality Management (QM) process: participates in QM activities, including meetings, self-audits, observations, and Patient Flow Analysis studies; reviews termination/ineligibility data and child abuse reporting to ensure compliance with Federal regulations; ensures client certification and applicant processing within time constraints stated in Federal regulations.Ensures excellent customer experience in the clinics through surveys, observation, and training; resolves client complaints; assists with policy and procedure review and development; oversees progress on performance measures; assists in implementing initiatives to enhance customer satisfaction in the clinics and stores; assists with inventory/ordering of supplies and equipment.Completes and/or observes certification process (height, weight, blood sample, medical/nutrition history, food package issuance, nutrition counseling, family goal development, data entry, benefits issuance, and referral to other nutrition, health, or social service resources); teaches nutrition education in group and class settings; assists in the development, implementation, and evaluation of the Nutrition Education, Breastfeeding, and Outreach Plans; maintains inventory of breast pumps and related supplies.Represents the WIC Program in the community; coordinates and/or conducts outreach and/or presentations at community events, schools, community service groups, and physicians' offices. Coordinates with vendors and medical providers to resolve clients' issues.Miscellaneous: Assist with clerical duties as needed.
DECISION MAKING - Evaluates, trains, supervises WIC staff.
- Overall supervision of multiple clinic sites, interpretation of policies, approving leave time and resolving participant complaints.
- Supervises delivery of WIC program services and WIC staff in multiple locations.
- Diet and health history analysis, nutrition counseling, formula issuance, policy interpretation, food package issuance, teaching/planning nutrition education classes, phone/video counseling, counseling of breastfeeding problems, and dealing with the public.
MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications) MINIMUM REQUIREMENTS - Three (3) years of WIC program experience.
- Bachelors or Master's Degree in Nutrition, Dietetics, Nutritional Sciences, Community Nutrition, Clinical Nutrition, Public Health Nutrition, or Home Economics with 12 or more semester hours in food and nutrition; or Registered Nurse (RN); or Licensed Vocational Nurse (LVN); or dietetic technician registered (DTR); or Formula Certified WIC Certification Specialist (FC-WCS).
- Must possess a valid Texas Driver's License with an acceptable driving record.
- Proof of required immunizations or obtain upon employment.
- Bilingual (English/Spanish) is preferred.
CORE COMPETENCIES AND PHYSICAL DEMANDS JOB DIMENSIONS - Basic math needed for diet analysis and height, weight, BMI; creating reports; calculating costs of special formula and calculating preparation of formula.
- Completion of electronic health records/forms, non-contract formula prescriptions, analyzing health history, scheduling appointments, evaluating staff, making client referrals, developing nutrition education/breastfeeding plans and lesson plans. Pamphlets, lesson plans, policies/procedures, W.I.C. applications, forms, and related literature.
- Communicate with coworkers, public, and other city employees and departments. Counsel/educate participants, train staff, and evaluate staff during job performance reviews.
PHYSICAL DEMANDS AND WORKING CONDITIONS Physical requirements include lifting up to 50 pounds rarely. Subject to sitting, talking vision and hearing constantly; talking frequently; standing, walking, reaching, handling, fine dexterity and foot controls occasionally; lifting, carrying, pushing/pulling, kneeling, crouching, bending, twisting, climbing and balancing rarely.
Working conditions involve exposure to infectious diseases with occasional exposure to blood borne pathogens, hazardous chemicals, and potentially irate members of the public.
