  • Job Description

    Job Location: This position will be located at 205 Jefferson St., Jefferson City, MO 65101.

    Why you’ll love this position:

    The Elementary and Secondary Education Act (ESEA) Finance Section is responsible for calculating and distributing ESEA grant funds to local educational agencies (LEAs). ESEA Finance provides technical assistance and fiscal oversight to school officials on federal finance regulations and ESEA Fiscal Requirements such as Maintenance of Effort, Supplement Not Supplant and Comparability of Services.

    • Review MOSIS data to ensure all LEA staff paid with Federal funds are coded correctly and are appropriately certified under ESEA and State requirements to ensure allowability of payments.
    • Review supporting documentation, perform calculations, prepare deposits, and process payments and/or Final Expenditure Reports (FERs) multiple times a month.
    • Provide technical assistance to LEAs with ESEA fiscal requirements (payment requests, Final Expenditure Reports, Maintenance of Effort, ESEA paid staff, Comparability, etc.)
    • Collaborate with the IT liaison and OA/ITSD to resolve system issues, perform the testing and live production efforts of the final expenditure report and payment systems for the ESEA Finance Section.
    • Plans and presents at workshops, conferences and webinars.
    • Oversee and conduct desk, on-site, and phone monitoring’s, including identification of high-risk LEAs, to ensure LEA Compliance with ESEA fiscal requirements and Uniform Grant Guidance.
    • Review supporting documentation and process payment requests for LEAs on Cash Management Improvement Act (CMIA) plan.
    • Read and interpret federal legislation, regulations and other related issues to ensure the Department complies with ESEA law.
    • Responds to questions from system users needing assistance. Identify problem sources (hardware, software or operator error) and resolves problems.
    • Design and maintain databases, spreadsheets, and other office technology applications to facilitate analysis of data.
    • Create forms and other workflow tools to standardize operation and ensure sufficient information and documentation are generated.
    • Collaborate with the Accounting department and the Office of Quality Schools staff.
    • Apply a working knowledge of applicable laws and regulations related to ESEA.
    • Attends state and national meetings, as required by the Department and the federal government.
    • Perform other duties as assigned.
    • Demonstrate regular, reliable, and engaged attendance.


    Minimum Qualifications:

    • Bachelor's degree from an accredited college or university in Business Administration, Finance, Education, or closely related field.

    OR

    • Four years of successful relevant work experience in finance, education, ESEA programs, administrative duties or closely related employment and possession of a high school diploma or equivalency.
