    Job Description

    SUMMARY: Under administrative direction, plans, directs and manages the enforcement activities of the City to ensure compliance with City ordinances relative to code enforcement, taxi and limousine enforcement, drainage enforcement, parking regulation and enforcement, sanitation enforcement, golf cart registration, and junk boats and vehicles.

    ESSENTIAL FUNCTIONS : Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions, but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:

    • Supervises staff; plans, prioritizes and assigns tasks and projects; monitors work; develops staff skills and evaluates performance; provides technical guidance, assistance and training; meets regularly with staff to discuss and resolve workload and technical issues; develops work plans and assures required deadlines are met; reviews work and verifies the accuracy and efficiency of work activities.
    • Supervises Animal Services Unit.
    • Performs duties, not inconsistent with state law, prescribed by codes and ordinances of the City’s municipality for fees determined by the City Council.
    • Serves as a police officer and has full police authority in the exercise of assigned duties by the City Manager or Deputy City Manager; shall not be deemed a member of the police department, union or subject to the collective bargaining agreement.
    • Provides liaison services to the Parks Board for Seawall parking and beach access issues.
    • Coordinates various project activities, including meeting facilitation with various department staff, consulting firms, government agencies, elected officials and stakeholder groups; may coordinate projects not under direct management.
    • Assists Municipal Court in security functions, collection of fees, and issuing warrants; contacts violators with outstanding warrants and performs arrests as necessary.
    • Oversees and manages all forms of enforcement relative to code, downtown parking, drainage, sanitation, and taxi and limousine inspection, wrecker ordinance; collects fees as mandated by City Ordinance.
    • Responsible for issuing alarm permits, overseeing golf cart registrations and residential parking.
    • Interprets, applies and explains complex laws, codes, regulations and ordinances to various audiences.
    • Participates in the development and implementation of projects and programs to maximize enforcement in coordination with the City Manager, City Council, other City departments and public and private organizations.
    • Develops and implements Department policies; reviews all aspect of Department operations.
    • Responds to information requests from the City Manager and/or City Council; appears at City Council meetings; meets with the City Manager to discuss confidential issues or sensitive matters.
    • Prepares and administers the annual operating budget; monitors and approves expenditures.
    • Prepares written correspondence, reports, contracts, procedures, ordinances and other related written materials.
    • Responds to complex issues or complaints outside the purview of subordinate staff.
    • Builds and maintains working relationships with other local agencies and businesses.
    • Occasionally interacts with the local media, including television, radio and newspaper representatives.
    • Attends various internal and external meetings to represent the Department.
    • Represents the Department regarding property abatement cases.
    • Reviews cases and staff reports for the Building and Standards Commission.
    • Provides liaison services with local, state and federal officials and local neighborhood groups.
    • Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
    • Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.


    KNOWLEDGE AND SKILLS:

    Knowledge:
    • City organization, operations, policies, and procedures.
    • Modern police administration principles, practices and techniques.
    • Law enforcement best practices.
    • Practices and principles of community policing within a multi-ethnic community structure.
    • Criminal laws, codes and ordinances and court interpretations, including rights of citizens, apprehension, arrest, search and seizure and rules of evidence.
    • Principles and practices of effective employee supervision.
    • Principles and practices of effective employee training and development.
    • Principles and practices of administrative management.
    • Principles and practices of project management.
    • Texas local government codes.


    Skill in:
    • Managing situations requiring diplomacy, fairness, firmness and sound judgment.
    • Building effective work teams and providing efficient customer service.
    • Understanding and applying City policies and procedures, and applicable federal and state regulations.
    • Explaining City policies and procedures.
    • Managing staff, delegating tasks and authority, and providing coaching to improve staff performance.
    • Establishing and maintaining cooperative working relationships with all levels within the City.
    • Communicating effectively verbally and in writing.


    MINIMUM QUALIFICATIONS:

    Bachelor’s Degree in Criminal Justice, Public Administration or a closely related field; AND five years’ experience in police command operations as a Police Sergeant or higher; OR an equivalent combination of education and experience. Master Certification as Peace Officer by the Texas Commission on Law Enforcement (TCOLE) is required at the time of hire.

    LICENSE AND CERTIFICATION:
    • Licensed Texas Master Peace Officer.
    • Possession of a valid Driver’s License.


    PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

    Work is performed both in an indoor and outdoor work environment. May be required to lift and carry items weighing up to 160 pounds.
