GENERAL DESCRIPTION NOTE: INTERNAL POSTING, OPEN TO TPWD EMPLOYEES ONLY. Under the direction of the Marine Enforcement Lieutenant Game Warden, this position performs complex (journey-level) managerial work overseeing the daily operations and activities of mandatory boater education (Section 31.108-110 Parks and Wildlife Code) and water safety outreach. Work involves assuring availability of accredited boater education courses across the state through a variety of means, coordinating and evaluating program activities and managing the program budget. Plans, assigns and supervises the work of program and support staff and volunteers. Oversees the safety of youth and adult participants, and the general public, at boating and water safety outreach and training events, including risk management and special safety considerations around water and boating equipment. Works under general supervision, with moderate latitude for the use and initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
Qualifications: MINIMUM QUALIFICATIONS Education: Graduation from an accredited college or university with a Bachelor's degree.
Experience: Five years of experience in boating safety or marine safety applications;
Four years of experience in related outdoor recreation/education and volunteer management;
Experience supervising or managing staff.
NOTE: Experience may have occurred concurrently.
Licensure: Must possess a valid class "C" Texas driver's license;
Must possess or be able to obtain, within two years of employment, a Student and Instructor level certification in the state's boater education program.
NOTE: Retention of position is contingent upon obtaining and maintaining required licenses or certification.
ACCEPTABLE SUBSTITUTIONS Education: One additional year of boating or marine applications experience may substitute for thirty semester hours of the required education, with a maximum substitution of sixty semester hours.
PREFERRED QUALIFICATIONS Education: Graduation from an accredited college or university with a Bachelor's degree in a field related to resource education, community education, or outdoor recreation.
Experience: Sailing, powerboating and personal watercraft experience;
Experience managing two or more employees.
Licensure: Current United States Coast Guard Master Mariner license (inland waters) and/or endorsements;
National Association of State Boating Law Administration (NASBLA) Recreational Boating Professional certification.

Ability to follow procedures found in the Texas Boater Education Instructor Program, Policies and Procedures Manual;
Ability to conduct work activities in accordance with TPWD safety program.
WORKING CONDITIONS Required to pass a national fingerprint-based background check to maintain employment.
Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays and holidays;
