The Division of Personnel is responsible for providing programs and services to promote recruitment, retention, and development of top talent across the State’s team member enterprise. In collaboration with Human Resources professionals from each of the 17 executive departments, the division develops and carries out initiatives designed to provide a productive and engaged workforce.
We seek a team player who can quickly grasp the complexities of government personnel data, deliver excellent results to a wide range of stakeholders, and deliver solutions that improve HR support experiences for state team members.
The right person will apply critical thinking to requests for information, identify appropriate data sources, analyze and validate the data, and creatively display the results in a format appropriate for the audience. The analyst will work closely with stakeholders and technical compensation experts to positively influence state team members. This collaboration aims to enhance communication and understanding of compensation processes, ultimately leading to improved team outcomes.

- Export information from the data warehouse and other applications to run routine reports and ad hoc queries.
- Conduct analyses of data related to the team member experience and talent management initiatives.
- Convert and validate raw data into clear, meaningful information.
- Effectively communicate results through various media and contexts.
- Validate and ensure data accuracy from various data sources in various forms.
- Respond to inquiries from customer agencies related to data requests, data integrity, dashboards, and data issues that arise.
- Provide excellent customer service to the Division’s various customers, including the State Legislature, Governor’s Office, and executive agencies.
- Develop reports, queries, and document processes for recurring and ad hoc requests.
- Collaborate with leaders and facilitate data discussions and the creation of data strategies at all organizational levels.
- Compile, validate, and ensure accuracy of data for team member salaries, pay plan implementation, internal/external customer requests, and ad hoc requests.
- Provide statistical and analytical support by conducting research, compiling and analyzing data, and creating and maintaining necessary reports and meaningful data visualizations for projects and presentations.
- Provide technical support, troubleshooting, and general administration of various HR-related systems.
- Support the survey management operating model to include survey standards, governance, survey performance, closed-loop model, and survey lifecycle.
- Train other Classification and Compensation team members on data processes, as needed.
Minimum Qualifications: - A bachelor’s degree and two to four years of data analysis experience are preferred (substitutions may be allowed).
- SAM II HR and data warehouse experience preferred.
- Experience with Tableau and Qualtrics preferred.
- Experience with software R, SAS, or Stata preferred.
Preferred Knowledge & Skills: - Comprehensive knowledge of SAM II HR and data warehouse.
- Excellent communication skills to interact with customers and determine reporting requirements.
- Ability to align information technology expertise with knowledge of human resources to optimize human resource practices.
- Outstanding attention to detail, analytical skills, and reporting capabilities.
- Ability to adapt to changing priorities and complete tasks with a sense of urgency.
- High level of proficiency in MS Access, Tableau Desktop, Tableau Prep Builder, Excel, and PowerPoint.
- Experience with data warehouses, writing queries, developing reports and presentations, and using SQL.
- A general understanding of HR, personnel, and compensation-related topics. Skilled in researching, analyzing, and reporting on large data sets.
- Ability to train other team members on data processes.
