Salary Range: $8,650-$13,620/month
Normal Work Days/Hours: Monday-Friday 8:00 a.m.-5:00 p.m.

Responsibilities
The City of Kansas City, Missouri is seeking to fill a highly responsible administrative and professional role with work as a member of the Department executive leadership team assisting in the planning, design, direction, and overall management of a department. Work involves responsibility for the supervision of a wide variety of administrative matters and operational issues. Work involves the application of sound management practices in the formation, modification, improvement and implementation of departmental operational policies and regulations. An employee of this class is expected to execute programs fully with almost complete independence and is responsible for the use of considerable initiative and independent judgment within the framework of established policies.
Key Responsibilities:
- Participates with the senior leadership team to plan business objectives, develop organizational policies, coordinate functions and operations between the divisions, and establish responsibilities and procedures for attaining objectives with a focus on the Aviation Culture Pillars.
- Assists the Aviation Director with planning, directing, monitoring and management of various administrative areas of the department.
- Directs and oversees the department and airports programs as they relate to civil rights, affirmative action and/or dispute resolution. This is accomplished by protecting our travelers and customers against discrimination and ensures public accommodation by investigating discrimination claims and enforcing civil rights laws.
- Oversees department compliance with the Federal Aviation Administration (FAA) and DOT regulations as it pertains to Disadvantaged Business Enterprises (DBE), Minority and Woman Owned Business Enterprises, (MWBE), Small Business Enterprises (SBE), Airport Concessions Disadvantaged Business Enterprises (ACDBE), Limited English Proficiency (LEP) and Environmental Justice for Kansas City International Airport and Kansas City Downtown Airport.
- Consults and coordination with divisions to increase inclusion and business opportunities by informing the community through outreach events to ensure awareness of the projects at the airport.
- Ensure fair labor practices, prevailing wage compliance, and workforce accountability across all airport projects, both department and federally funded projects.
- Directs and oversees the Safety division including oversight of the development, implementation and maintenance of effective safety and loss control programs and initiatives to reduce the frequency and severity of occupational injuries and illnesses among Aviation employees.
- Oversee the City's transitional Duty Assignment Program for injured workers, safety education programs and other training.
- Oversee the Employee Management division to ensure recruitment practices, promotional opportunities, employee training/career paths, employee engagement, and department policies are in place.
- Ensure all employees are provided the same opportunities with promotional opportunities and support is available if they need assistance.
- Direct and oversee the development and implementation of goals, objectives, and policies for assigned programs at the airport.
- Recommends and administers department policies and procedures, interprets and applies policies and procedures at the airport in a consistent manner.
- Manage changes, improve processes, and redesign organizational structure.
- Ensures employee/management compliance with all personnel rules and regulations.
- Oversee the coordination of employee grievance and disciplinary procedures and respond to employee concerns regarding issues.
- Oversee the investigations of formal and informal complaints of harassment, employee complaints, and violations of policies.
- Seeking resolution of complaints and recommendations of any corrective or disciplinary action.
- Assists airport director with addressing conflict and settling disputes.

Qualifications
REQUIRES an accredited bachelor's degree in aviation management, public or business administration or a related field and 10 years managing a division or significant business function within a city department or industry OR an equivalent combination of qualifying education and experience. Preference will be given to applicants with management experience at an airport.

For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.
If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
