    Job Description and Duties

    Prepare and review complex Project Initiation Documents (PIDs), which is required in the planning phase of project development for programming projects. Coordinate PID development activities with functional units in the District, Headquarters, Regional and Local agencies, and the Federal Highway Administration as required to produce quality PIDs and to ensure compliance with State and Federal regulations and standards. Utilize Highway Design Manual and Project Development Procedures Manual, as well as, other design manuals in coordination with project sponsors, including Asset Management, to prepare PIDs that will form the basis for programming and designing the project. Develop and implement of Quality Control and Quality Assurance (QC/QA) for the PID workload. Incumbent will represent the PID unit in subsequent phases during the Project Delivery Process.

    Prepare, review, and present plans, designs, and reports as required in order to meet project schedules. Responsible to write reports, respond to correspondence, study alternatives, prepare project plans and cost estimates, review PIDs and estimates for completeness and accuracy. Performs various analyses and special projects as assigned by the Supervising Transportation Engineer. Incumbent may be designated as the primary contact for most correspondence that is required for the assigned projects. Attends training to stay current with departmental policies and transportation engineering technology, methods and policies. Represent the District at various formal and informal meetings with representatives from other public agencies, elected officials, consulting firms, and the public. Perform other PID related duties as needed.

    Working Conditions

    Position located at 464 W 4th St. San Bernardino, San Bernardino County.

    This position requires the majority of work to be performed in a typical office setting in a climate-controlled environment under artificial light. The incumbent may be required to work from the Caltrans District 8 Office or telework from home on a temporary or permanent basis. Effective July 1, 2025, per Executive Order N-22-25, employees will be required to work in the office four days a week.

    This position may be eligible for telework, with the amount determined at the Department's discretion and in accordance with Caltrans’ telework policy. While Caltrans supports telework, in-person attendance may be required based on operational needsWhile Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Employees may be required to conduct business travel on behalf of the Department or commute to the assigned Headquarters location. Business travel may be required reimbursements consider an employee’s designated Headquarters location, primary residence, and may be subject to California Department of Human Resources regulations or applicable bargaining unit contract provisions. All commute expenses to the Headquarters location will be the responsibility of the employee.

    New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

    • This position requires a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.

    • Possession of a valid driver’s license is required when operating a state owned or leased vehicle.

    Discuss your experience in communicating with other agencies and local organizations, ability to develop networks, build internal and external partnerships, including other District personnel and Headquarters. Describe your experience and knowledge of the Department's policies, standards, and procedures in the application of the Project Initiation Document (PID) and the project development process as it relates to the Duty Statement for this position. Describe your experience evaluating accuracy and completeness of reports/documents, developing solutions, performing Quality Control/Quality Assurance, and making recommendations. Describe an occasion you experienced conflict in the work environment and how you dealt with the situation.
