DescriptionWhat We Offer- Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.
- Annual Leave Redemption - The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours of annual leave within the previous 12 months.
- Annual Leave Accrual - A candidate selected for this position will earn 208 hours per year, increasing to 288 hours after 5 years of service (based on a full-time schedule; hours are prorated for part-time schedules).
- Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan.
- Health Plans - You are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
- Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental, and vision care expenses.

THE AGENCY The General Services Agency (GSA) is made up of Fleet Services, Facilities, Procurement, Special Services, Security and Business Support, and the Parks Department. The agency is responsible for providing a broad spectrum of services to all the County departments and agencies. It requires a very diverse workforce to accomplish the GSA mission of contributing to the quality of life in Ventura County by partnering with their customers to provide expertise and cost-effective services delivery, and fostering the preservation of natural resources.
THE POSITION Under general direction from the GSA Human Resources Manager, the HR & Labor Relations Analyst is responsible for the administration of labor relations and general human resources (HR) services for GSA, including payroll, recruitment, leaves of absence, benefits management, and strategic initiatives related to staff development and organizational structure.
The HR & Labor Relations Analyst administers the Labor Relations program by advising on disciplinary matters and grievances; conducts administrative investigations; assists management with the development of formal disciplinary notices and supporting documentation; ensures appropriate preparation and presentation of disciplinary cases; partners with CEO/Labor Relations. Serves as an intermediary for workplace conflict resolution and mediation efforts. Advises on County and GSA work standards, MOA interpretation and application, and applicable workplace rules and regulations.
The ideal candidate will also have considerable generalist experience and the background experience and knowledge to demonstrate competence in the following areas:
- Employee and Labor Relations, including conducting workplace investigations and drafting disciplinary documents.
- Recruitment and Selection, including use of an applicant tracking system.
- Direct Supervision, including conducting performance reviews and imposing disciplinary actions.
- Payroll Processing.
- Benefits Administration, including leave of absence management.
- Workers' Compensation.
- Employment Law.
- Working collaboratively with all levels within the organization.
- Providing strategic vision and direction in the areas of responsibility.
- Strong written and verbal communication skills.
PAYROLL TITLES AND SALARIES:- Administrative Officer I: $3,249.50 - $4,549.75 b iweekly
- Administrative Officer II: $3,568.81 - $4,996.82 b iweekly
Administrative Officer I and II are management classifications and are exempt from overtime compensation.

- Administers the Labor Relations program for the agency, advising management on disciplinary matters and employee grievances, conducting administrative investigations, and working directly with union representatives.
- Serves as an HR generalist for the agency, performing a wide range of HR functions including recruitment, onboarding, performance management, and payroll processing.
- Assists with benefits administration, including managing leaves of absence (LOAs), coordinating long-term disability benefits, processing workers' compensation claims, and facilitating open enrollment activities.
- Analyzes various issues and problems related to overall operational activities and prepares confidential and statistical personnel reports.
- May supervise administrative staff.
- Performs other duties as assigned.
Typical QualificationsThese are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, AND EXPERIENCE: Any combination of education, training, and experience that demonstrates possession of the knowledge, skills, and abilities required to perform the assigned departmental administrative and personnel functions.
The knowledge, skills, and abilities can be obtained by:
- Administrative Officer I: Two (2) or more years of personnel, labor relations, and administrative experience, which includes some lead experience.
- Administrative Officer II: Three (3) or more years of personnel, labor relations, and administrative experience, which includes some lead experience.
Experience may substitute for education on a year-for-year basis.
NECESSARY SPECIAL REQUIREMENTS:
- Some lead or supervisory experience.
- Extensive knowledge of employee and labor relations, including disciplinary action, compliance with federal and state employment laws, and grievance administration.
- Considerable human resources generalist experience.
- Experience collaborating with multiple levels of an organization and various departments/agencies to achieve objectives.
- Possession of or ability to obtain and maintain a valid California driver's license.
DESIRED:- Bachelor's degree in Human Resources, Public Administration, Psychology, or related field
- SHRM, HRCI, or PSHRA certification
KNOWLEDGE, SKILLS, and ABILITIES Thorough knowledge of: supervisory practices, principles and practices of personnel management, including recruitment and selection, classification and compensation, benefits administration, payroll, employee development and training, workers’ compensation, absence and disability management, including LOA administration; interactive processes; reasonable accommodation and applicable State and Federal laws; analytical and investigative research techniques and methods, laws, regulations, and policies, principles, and practices related to employee and labor relations, including performance management, discipline, alleged discrimination, Skelly, Weingarten, etc.; Human Resources Information System (such as VCHRP/PeopleSoft) and applicant tracking systems, such as NeoGov; and other employment related rules, regulations, and laws.
Skill in: researching, analyzing, and interpreting various forms of data accurately; investigating complaints, gathering facts, and composing reports; and utilizing software such as Microsoft Word, Excel, and PowerPoint.
Working ability to: analyze policy matters, rules, and regulations and formulate recommendations to management; plan, organize, and supervise the work of others; evaluate, monitor, and design functional processes; analyze administrative, payroll and personnel issues; prepare and present a variety of comprehensive reports and recommendations in written and oral form; manage stressful or sensitive situations with tact to achieve resolutions; make sound decisions under pressure; manage multiple deadlines; establish effective working relations with management, employees and the public and effectively collaborate with others; and communicate effectively both orally and in writing.

TRAINING and EXPERIENCE EVALUATION - qualifying : A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. ORAL EXAMINATION - 100%: A job-related oral exam will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance on the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
If there are three (3) or fewer qualified applicants, an oral exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
Candidates successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
