    Overview

    Larimer County Economic and Workforce Development (LCEWD) is seeking an experienced and strategic Accounting Manager to lead the department’s fiscal operations and ensure sound financial stewardship across a variety of programs and funding sources!

    This position provides leadership and oversight of LCEWD’s financial systems, including compliance tracking, budget monitoring, and internal controls. The Accounting Manager supervises a team of professional accounting staff, and plays a critical role in aligning financial operations with the department and broader county strategic goals.

    As a key member of the leadership team, the Accounting Manager is responsible for managing and monitoring multiple, complex funding streams-ranging from federal and state grants to local funding and fee-for-service contracts- ensuring fiscal compliance with all regulatory requirements. The ideal candidate will be skilled at translating complex financial data into clear insights for program managers and staff, fostering financial literacy and knowledge sharing across the department. This role supports informed decision-making, enhances operational efficiency, and contributes to the long-term sustainability of LCEWD’s programs and services. In addition, the Accounting Manager plays a critical role in strategic planning, budget forecasting, and scenario planning to anticipate future needs and opportunities. The position also oversees contract review and procurement processes to ensure legal compliance, including memoranda of understanding (MOUs) and other key agreements.

    Responsibilities

    What you'll be doing:
    • Providing leadership and oversight for all fiscal operations, supervising professional, technical, and clerical staff; assigning responsibilities, evaluating performance, and aligning work with departmental goals.
    • Managing departmental budgets across multiple funding streams (federal, state, and local); monitoring expenditures and revenues, conducting financial analysis, and ensuring compliance with regulatory and grant requirements.
    • Leading audit preparation and compliance efforts, ensuring a clean and timely year-end audit, and responding to financial inquiries and reporting requests from internal and external stakeholders.
    • Coordinating and overseeing the preparation of financial reports, business plans, and performance measures; ensuring timely and accurate monthly, quarterly, and year-end reporting in accordance with GAAP and GASB.
    • Serving as the department’s general ledger superuser, maintaining deep knowledge of the County’s financial systems, and ensuring all transactions and reporting practices follow established policies and best practices.
    • Developing and implementing financial goals, policies, and procedures in collaboration with department leadership; providing strategic direction to support long-term fiscal sustainability and operational efficiency.
    • Providing strategic leadership in managing internal human resources coordination, integrating technology, and enhancing core business operations to improve departmental performance.
    • Overseeing departmental purchasing and contracting functions, including managing bid processes, coordinating with vendors, and ensuring compliance with County procurement policies and software license requirements.

    What we're looking for:
    • Comprehensive knowledge of governmental accounting principles and practices, including GAAP, GASB, and FASB standards, as well as applicable federal and state regulations related to public sector financial management and grant compliance.
    • Expertise in financial planning, forecasting, budget development, and fiscal analysis, with the ability to oversee capital and operating budgets, monitor financial performance, and support long-term resource planning.
    • Proven leadership and supervisory skills, including experience managing teams, setting goals, developing staff, and evaluating performance across diverse professional and technical roles.
    • Advanced proficiency in enterprise financial systems and business software, including spreadsheets, databases, and general ledger platforms; ability to serve as a financial systems superuser and ensure compliance with established policies and best practices.
    • Exceptional communication and interpersonal skills, with the ability to clearly explain complex financial concepts to varied audiences and foster collaboration across departments, teams, and external partners.
    • Strong contract and procurement management experience, including developing, negotiating, and administering agreements such as MOUs and fee-for-service contracts in compliance with public purchasing standards.
    • Strategic thinking and project management abilities, with a focus on aligning financial operations with organizational goals, improving processes, and contributing to policy development and planning initiatives.
    • Excellent analytical and problem-solving skills, with the ability to interpret regulations, assess financial risks, resolve discrepancies, and respond to audits and reporting requests accurately and efficiently.


    Qualifications

    • Seven (7) years of progressively responsible experience in the management of governmental accounting, a directly related field, or in the performance of similar duties and responsibilities in accounting, finance, or business strategy/planning required.
    • Two (2) years of supervisory experience required.
    • Bachelor's degree with major coursework in accounting required.
    • Master's degree in a related field preferred.
    • Relevant certification such as Certified Public Finance Officer or Certified Government Financial Manager preferred.

    Supplemental Information

    This position is Monday through Friday, from 8 AM to 5:00 PM. Please note that it will be office-based in Larimer County, Colorado.
