    ABOUT THE POSITION

    The Department Analyst I/II (Foster Care - FC) in Public Assistance will play a key role in increasing public benefit access and improving outcomes for foster youth. Reporting to the Social Services Program Manager, the Department Analyst I/II will conduct legislative and policy analysis on public assistance programs to support the administration of foster care-related programs: Emergency Assistance Foster Care, Emergency Assistance-Emergency Caregiver Funding, AFDC-Foster Care Eligibility, Approved Relative Caregiver (ARC) Funding, Non-Related Legal Guardianship, Kinship Guardianship Assistance (Kin-GAP), Adoptions Assistance Program (AAP), and Medi-Cal benefits. The Department Analyst must demonstrate excellent communication and people skills to engage a diverse set of stakeholders (staff, leadership, technical staff, social workers, resource parents, and community partners) to implement program changes based on regulations and better service quality. The FC Department Analyst will present policy and operational updates to the Foster Care Unit and Child and Family Services (CFS) to ensure regulatory compliance. The FC Department Analyst will serve as the division liaison with county and community partners and represent the division in committees and other public forms. The FC Department Analyst will be the primary point of contact to state and federal agencies for audits and other reviews of foster care programs administered by Public Assistance. This position will be responsible for ensuring division staff have updated written procedures and trainings to conduct accurate and timely eligibility determinations. This position requires flexibility to learn a wide range of duties, including but not limited to data analysis, contract management, grant and MOU writing, and project management.

    This is an 18 month fixed-term position. This position is budgeted through June, 30th, 2027. However, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position’s funding finishes, or the work is completed. Employees in these positions are exempt from the County’s policies regarding lay-off order and reduction-in-force rights.
    Hybrid Schedule:
    The Health and Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

    Our Highly Qualified Candidate

    The ideal candidate must have a high level of knowledge and skills in public benefit programs, such as Foster Care eligibility, Medi-Cal, CalFresh, or CalWORKs. The ideal candidate possesses in-depth understanding of eligibility case processing, CalSAWS, and MEDS. The ideal candidate has a track record of applying program knowledge to analyze and improve work processes and client experience. The ideal candidate can interpret complex policy documents and provide sound guidance. Moreover, the ideal candidate must have excellent written and verbal communication skills to relay complex information into accessible formats, such as job aids, policy handbooks, and training materials. As this position will be part of the PA/ETB Management Team, the incumbent must be able to integrate cohesively into a highly motivated team of leaders. The ideal candidate must exhibit excellent analytical and problem-solving skills in environments of rapid change, ambiguity, and complexity. They must be able to follow through with deliverables and maintain high levels of productivity given competing priorities.
    The ideal candidate must have extensive experience using eligibility systems, such as CalSAWS, Hyland, and MEDS to troubleshoot cases and determine eligibility. They can establish and maintain effective working relationships with a diverse range of stakeholders, including PA/ETB leadership and staff, internal HHS units, community members, state and federal agencies. They have a track record of working effectively with stakeholders to improve work processes and client service. They can listen to all stakeholders, receive input without defensiveness, and evaluate competing needs. They can represent the division in state committees and other public fora with excellence and professionalism. The ideal candidate integrates the HHS values of support, trust, excellent, and unity in everyday actions and demonstrate a commitment to push forward the HHS Strategic Plan.

    QUALIFICATIONS
    Knowledge of
    • Principles and practices of business and public administration.
    • Principles and practices of work planning, data collection and analysis, project management and research methodology.
    • Applicable laws, rules, and regulations.

    Ability to
    • Plan, organize, and conduct research and analytical studies.
    • Interpret, apply and explain laws, regulations and policies governing program operations.
    • Prepare clear, concise and accurate reports, correspondence, policies, procedures and other written materials.
    • Establish and maintain effective working relationships with those contacted in the course of work, including other departments, community members and organizations, public and private agencies, and local, state and federal agencies.
    • Effectively represent assigned programs, the department and County in meetings and presentations.
