    The City of Houston's Department of Neighborhoods (DON) is dedicated to improving the quality of life in Houston neighborhoods through the delivery of services, innovative programs and strong community partnerships.     DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
    The Staff Analyst position functions in a staff role to provide professional analytical, administrative and/or management systems services to the Chief of Staff as part of a results-driven team that grows and evolves to meet the needs of communities. This position requires a strong blend of strategic thinking, technical proficiency and creativity to find innovative solutions to reach goals.

    RESPONSIBILITIES:

    Collaborates across teams to produce clean, accurate data for analysis, reporting and program tracking to align programmatic efforts with Department of Neighborhood and City of Houston goals.
    Curate high-quality, engaging data to support communications and grant writing efforts.
    Investigates and makes recommendations for addressing issues of medium complexity and/or sensitivity.
    Completes special projects as assigned, working on a wide variety of administrative, professional, management and community issues and problems of simple to medium complexity.
    Represents supervisor at meetings and functions generally to gather information.
    Prepares, edits and revises department policy and procedure manuals. Responds to correspondence, requests forinformation, etc. as assigned by supervisor.
    Analyzes and reviews management practices and procedures and develops recommendations for improvement.
    Negotiates solutions for problems of simple to medium complexity as assigned by supervisor.
    Participates in evaluation and design of workflow, processes, various operations systems, etc.
    Develops technological solutions and systems for team members to facilitate data-driven decision making, support continuous improvement programs and other appropriate applications.
    Performs other duties as assigned.

    WORKING CONDITIONS
    The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS
    Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

    Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

    EXPERIENCE REQUIREMENTS
    Three years of professional administrative, financial or analytical experience related to the type of work being performed are required.

    Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

    LICENSE REQUIREMENTS
    None

    PREFERENCES

    Preference will be given to applicants with
    Experience with Power BI, Tableau or other data visualization software
    Demonstrated project management skills, including working with cross-functional teams
    Proficiency with Microsoft suite required
    Advanced Excel skills with the ability to manipulate extensive data sets and produce reports
    Ability to multi-task in a fast-paced environment
    Passionate about telling stories with data
    Strong writing skills
    Strong interpersonal and relationship building skills
    Valid driver's license is a plus.
