ABOUT THE POSITIONThe Clark County Department of Aviation is seeking accomplished and qualified candidates to apply for the Airport Programmer Analyst - Automation Control Systems (ACS) position. Under general supervision, this position programs, maintains, and repairs the computers and computer peripherals in the Supervisory Control and Data Acquisition (SCADA) system; programs controllers and develops and maintains standards and templates for Programmable Logic Controller (PLC) programs; develops, maintains, trains, and supports Human-Machine Interface (HMI) and Maintenance Diagnostics Systems (MDS); and participates in system design projects and reviews designs for adherence to certain standards. Further, this position may serve as a project leader over a group of employees and/or contractors involved in programming, troubleshooting, and repairing the SCADA system in various asset groups. This highly skilled position will support the cybersecurity of the airport Industrial Control System (ICS) and Building Automation System (BAS) network segments in coordination with departmental teams.

MINIMUM REQUIREMENTSEducation and Experience:Bachelor's Degree in Computer Science, Management Information Systems, or a related field and four (4) years of full-time professional level experience in systems analysis and programming in a large information technology environment. Professional level experience and/or education that has provided the skills and knowledge necessary to perform all job functions at this level may be substituted on a year-for-year basis.Qualifying education and experience must be clearly documented in the “Education” and “Work Experience” sections of the application. Working Conditions: Work extended shifts or be called back in emergency situations.
Licensing and Certification: Specified positions may require possession of a valid Nevada Class C driver's license at time of hire at time of hire.
Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.
Residency Requirement: Permanent employees must maintain a principal place of residency within the boundaries of Clark County and provide proof of compliance with Nevada motor vehicle registration and drivers' license laws within 90 days of employment.

Customs and Border Protection Security Seal Program: Employment with the Department of Aviation in this job title is contingent upon a ten year employment and five year residency history record check and the ability to present original identity based documentation in order to meet the requirements for a Security Seal.

EXAMPLES OF DUTIES- Gathers and analyzes information regarding customer systems and requirements and develops or modifies automated systems to fulfill these needs.
- Conducts feasibility studies and develops system, time, equipment and cost requirements.
- Using computer generated techniques, simulates hardware and software problems, tests and evaluates alternative solutions, and recommends and implements appropriate applications design.
- Develops program logic and processing steps; codes programs in varied languages.
- Plans and develops test data to validate new or modified programs; designs input and output forms and documents.
- Troubleshoots hardware and software problems, as needed, for customers, other agencies and information systems personnel.
- Writes program documentation and customer procedures and instructions and assists user departments and staff in implementing new or modified programs and applications; tracks and evaluates project and systems progress.
- Writes utility programs to support and validate adopted systems and programs.
- Confers with customer department and airline and airport tenant staff regarding assigned functional program areas.
- Maintains records and prepares periodic and special reports of work performed.
- Maintains current knowledge of technology and new computer customer applications.
- Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
- Uses standard office equipment in the course of the work; may drive a personal or County motor vehicle or be able to arrange for appropriate transportation in order to travel between various job sites depending upon departments and/or projects assigned.
