    WHAT WE OFFER
    • Educational Incentive: An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree OR 5% for completion of a graduate degree that is not required to work in the classification.
    • Bilingual Incentive: Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill. Proficiency levels by exam are $.69 per hour (Level I); $1.00 per hour (Level II); or $1.32 per hour (Level III).
    • Professional License: Incumbents may also be eligible for a professional license incentive of 5% depending upon classification and certification of skill.
    • Flexible Workweek/Telework Schedule - We support a work/life balance by offering compressed work (e.g., 9/80 workweek) and remote hybrid telework schedules for some positions subject to organizational needs and satisfactory performance.
    • Annual Leave Accrual: 208 hours per year, increasing to 288 hours after 5 years (10,400 hours) of service.
    • Annual Leave Redemption: The ability to "cash in" or redeem up to 100 hours of annual leave per year after using 80 hours of annual leave within the previous 12 months (Management Resolution, §1207)
    • Deferred Compensation: Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
    • Health Plans: Full-time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans: R egular full-time employees receive an allowance not to exceed $983 per biweekly pay period depending on Medical Tier Plan.
    • Flexible Spending Accounts: Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
    • Pension Plan: Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.
    • Holidays: 12 paid days per year which includes a scheduled floating holiday.

    The PUBLIC WORKS AGENCY, Watershed Protection (WP) Department provides staff to the Fox Canyon Groundwater Management Agency (FCGMA). Founded in 1982, FCGMA is an independent special district created by legislation in response to the severe depletion of groundwater resources in the region. It was established through the collaboration of local stakeholders and regulatory authorities to ensure a consistent and regulated approach to groundwater management. In 2017, the FCGMA became the groundwater sustainability agency for the areas within its jurisdiction of the Arroyo Santa Rosa Valley, Las Posas Valley, Oxnard, and Pleasant Valley under the Sustainable Groundwater Management Act. In 2023, it became the court appointed Watermaster for the Las Posas Valley Basin (LPV Watermaster).

    Under general direction of the FCGMA Executive Officer, organizes, coordinates, and directs professional staff in the Technical Services Section of FCGMA as part of the Watershed Protection District (WPD) Water Resources Division; oversees and directs, under the policy direction of the Fox Canyon Groundwater Management Agency (FCGMA) Board, FCGMA staff; and performs related duties as assigned.

    The ideal candidate will be experienced in groundwater basin management, and familiar with the Sustainable Groundwater Management Act (SGMA). The ability to provide leadership and direction to create a high performance environment for continuous improvement is expected. Effective interpersonal and communication skills are needed to present geological and hydrogeological information in an easily understood and cooperative format for decision makers (Example: Fox Canyon Groundwater Management Agency or Ventura County Board of Supervisors) or other stakeholder groups. The candidate will be proactive in identifying issues, critical decisions and future challenges to ensure the long term stability of Ventura County's groundwater resources and be organizationally sensitive on complex and controversial issues.

    Distinguishing Characteristics:
    The Public Works Manager II differs from the Public Works Manager III in that the latter classification manages a major division within the Public Works Agency. The Public Works Manager III differs from the Deputy Director-Public Works in that the latter classification is responsible for a larger budget and managing engineers. It differs from Public Works Manager II in that incumbents are more totally accountable for a significant part of departmental operations, such as an entire division, and may supervise a broader range of employees, including management, professional, technical, maintenance, and/or clerical positions. Public Works Manager IIs are generally responsible for the direction of technical program activities of an independent work unit or specialized area and do not generally exercise the decision-making accountability characteristics of a Public Works Manager III.

    APPROXIMATE SALARIES:
    PWA Manager II: $4 ,492.25 - $6,289.77/ biweekly
    PWA Manager III: $ 4,975.83 - $6,966.85 /biweekly

    PWA Manager II/III are Management classifications and are not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB3 level.

    Examples Of Duties

    Duties may include but are not limited to the following:
    • Manages the Fox Canyon Groundwater Management Agency's (FCGMA) Technical Services Section's daily activities including setting priorities and overseeing work; coordinates work with County agencies/departments, external governmental agencies, property owner/land developers, or private engineers;
    • Provides technical support and assistance in the development of goals, objectives, policies, and procedures for the FCGMA Board's consideration;
    • Directs implementation of policies and procedures; evaluates programs and systems for overall effectiveness, and identifies and implements improvements;
    • Represents the agency/department at meetings and conferences with other governmental agencies, the public, community leaders, special interest groups, contractors/consultants, and private organizations; coordinates legal issues with County Counsel; may testify in court and at hearings and participate in depositions;
    • Researches and provides technical analysis and recommendations on state and federal water regulations and policies impacting Ventura County groundwater activities; tracks emerging science and technical guidance on groundwater quality, monitoring well installation and sampling protocols;
    • Implements, interprets, and adjudicates FCGMA ordinances and recommends changes to existing ordinances or new ordinances as necessary for proper management of water resources; negotiates agreements and advises on ordinances for local water wholesalers and retailers;
    • Reviews and/or approves permit applications and environmental documents submitted by contractors, consultants, and other governmental agencies; issues or helps to obtain appropriate permits;
    • Manages the calculation and collection of FCGMA pumping records, assessment and collection of penalties and fees;
    • Compiles and interprets information and data necessary to manage programs and implement requirements; analyzes problems, develops and recommends solutions;
    • Prepares, coordinates, and monitors budgets for assigned areas, and may develop and write proposals for grant applications; administers grants; and prepares documentation for reimbursement of federal and state funds;
    • Oversees the analysis of groundwater monitoring data for trends and identification of possible source contributions; develops and implements plans to control extractions from aquifers to balance local water supply and demand;
    • Supervises, hires, trains, counsels, and evaluates professional and technical staff; recommends or imposes management or disciplinary action;
    • Responds verbally and in writing to inquiries from contractors, consultants, staff, Board of Directors members, governmental agencies, and the public; may make oral presentations; may investigate complaints from the public to resolve issues and concerns; and
    • Performs other related duties as required.


    Typical Qualifications

    Education/Experience:

    Progressively (II) to extensive progressively (III) responsible experience related to the specific assignment and education which has led to the acquisition of the required knowledge, skills and abilities. An example of qualifying education and experience includes:

    PWA Manager II: Completion of a Bachelor's degree in geology , hydrogeology, biology, environmental science, natural science, civil or environmental engineering, or a related discipline and four (4) years of related experience, including at least two years of direct supervisory experience.

    PWA Manager III: Completion of a Bachelor's degree in geology, hydrogeology, biology, environmental science, natural science, civil or environmental engineering, or a related discipline and two (2) years managing a Public Works section at a level equivalent to a Public Works Manager II.

    NECESSARY SPECIAL REQUIREMENTS:
    • Some supervision experience;
    • Some familiarity with natural and physical science, geology;
    • Some familiarity with federal and state laws and ordinances pertaining to water resources and water quality;
    • Must possess and maintain a valid California driver license;
    • Ability to walk on rough or uneven surfaces; and withstand exposure to dust, noise, chemicals, gas, fumes, heights, and inclement weather or hazardous conditions requiring moderate to heavy physical activities.
    DESIRED:

    • State of California registration as a Licensed Geologist, Hydrogeologist, or Certification as a Professional Hydrologist from the American Institute of Hydrology;
    • Knowledge and understanding of the Sustainable Groundwater Management Act (SGMA);
    • Experience working with and understanding of GIS mapping data;
    • Strong communication skills, both written and verbal. Skills must be demonstrated in the completion of the employment application and supplemental questionnaire;
    • Some knowledge of water conservation practices, well-head protection policies, sources of groundwater contamination, CEQA and land development and impacts to groundwater resources, well construction and destruction requirements, well efficiency methods, groundwater management, groundwater supply and water quality monitoring, environmental program coordination, and hydrology


    Knowledge, Skills, and Abilities:
    Thorough knowledge of: the principles, practices, and modern methods and techniques of the appropriate branch of geology and hydrogeology, and groundwater management; groundwater law regulations, CEQA, and applicable state, federal and local laws, regulations, ordinances, etc., related to public works projects; the principles and practices of administration, supervision, and training.

    Working (II) to considerable (III) ability to: prepare and monitor budgets and/or grants; evaluate and/or plan, research, design, and perform hydrological and geological studies and reports; communicate clearly and concisely, orally and in writing; manage, analyze, and interpret data; plan, organize, train, motivate, evaluate, and supervise the work of subordinates and consultants; negotiate and deal effectively with governmental officials and contractors; maintain cooperative working relationships with federal, state and local officials, and the general public.

    Skilled in: the use of computers and applicable software.

    Supplemental Information: Work is performed primarily in an office environment and may include travel to and from construction and maintenance sites, which may involve working near equipment or machinery.
