THE POSITION Under general direction, plans, coordinates, manages and supervises all communication and automation functions of a joint public safety emergency communications center; oversees day-to-day operations of the center including calls for service, radio and computer aided dispatch of police, fire, and EMS units, computerized communication and record management systems; and performs related work as required.

Plans, organizes, schedules and directs the functional operations/activities and work of personnel of the Placentia emergency communications center. Oversees the delivery of fire, police, emergency medical, and other public safety services related to communications dispatching. Responsible for coordinating communications activities and services for all of Placentia's 911 emergency responders. Recommends, implements, and enforces 911 emergency communications policies and procedures that could directly impact the life and safety of emergency services personnel and the public. Assists in developing and implementing goals, objectives, priorities, work plans and budgets for the emergency communications center. Establishes methods, standards and benchmarks for providing an-all hazard 911 operations.Select, train, and motivate communications center staff; assess performance; review the work of staff to ensure compliance with department policies and procedures. Oversees, maintains, and updates department records as required.Manages the day-to-day functions of CAD/RMS.Monitor and maintain a variety of communications and office equipment to ensure a quality of operation; recommends the purchase of supplies and equipment; coordinates repairs to equipment.Ensures all dispatchers meet training requirements including POST, Emergency Medical Dispatching, CPR and other requirements set forth by the State of California. Prepares a variety of analytical and statistical reports and correspondence on operations and activities. Responds to and resolves difficult and sensitive situations. Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of emergency communications; incorporates new developments as appropriate into programs.Prepares and presents staff reports and other correspondence as appropriate and necessary.Serves as a liaison with all participating agencies in the development and implementation of emergency communications contingency plans; and liaison for public safety software and hardware infrastructure. Conducts short and long-term strategic planning for the development, maintenance, and improvement of the City's emergency communications center.Ensures employee performance, quality assurance and customer service standards are maintained, and works with employees to correct deficiencies.Evaluates and recommends operational improvements, including streamlining of work processes. Performs other duties as assigned.
TYPICAL QUALIFICATIONSEducation/Training/Experience:A typical way of obtaining the knowledge, skills and abilities outlined above is:
- Graduation from high school or G.E.D. equivalent.
- A bachelor's degree in communications, business or public administration, or a related field IS DESIREABLE.
- Five (5) years of increasingly responsible experience performing public safety dispatch duties.
- Three (3) years of experience in a public safety supervisory capacity.
- Any equivalent combination of experience and education may qualify.

Physical Demands: While performing the duties of this job, the employee is regularly required to frequently sit, stand, reach, lean, twist, turn, grasp, feel, lift, push, pull, bend, kneel and sit for prolonged periods of time. Manipulate feet to operate radio microphone or console equipment. Input information into computer for prolonged periods of time. Hear and talk with the general public, law enforcement personnel, and City staff on the telephone, radio communications equipment, and in person. Hear and detect radio traffic, ringing telephones, and alarm tones while speaking on radio communications equipment or on the telephone. Read computer display monitors and distinguish colors on computer display monitors. Read and understand technical manuals related to communications equipment, as well as reports, contracts, correspondence, memos, and other written materials. The employee is exposed to continual background noise, static and noise from radio communications equipment, telecommunications equipment, and other office equipment. The position requires close vision, color vision, and the ability to adjust focus.
Mental Demands: While performing the duties of this class, the employee must be able to use written and oral communication skills; read and interpret data, information and documents; interpret policies and procedures; use math and mathematical reasoning; learn and apply new information or new skills; work under deadlines with constant interruptions; and interact with upset callers, including victims and witnesses in emergency situation, reporting potential crimes and requesting emergency care, as well as City staff, law enforcement and fire personnel and the general public in handling non-emergency calls.
Work Environment: This job is in an emergency communication center. Although employees regularly work in an office environment, activity can become fast paced and high stressed; the noise level is moderately quiet although loud at times given the need to monitor multiple radio frequencies and communications equipment, telephone, and console, alarms, and security cameras on a continuing basis.

MID-MANAGEMENT (Unrepresented) BENEFITSSchedule - The City operates on a "4/10" work schedule.
Retirement - The City of Placentia participates in the California Public Employees’ Retirement System (CalPERS) and does not participate in Social Security. - 2% @ 60 defined retirement plan (Classic Members) - Applies to employees who, prior to January 1, 2013, were active members of CalPERS or another public employee retirement system through which reciprocity may be established. Employee membership contribution is 7%.
- 2% @ 62 defined retirement plan (New Members/PEPRA) - Applies to new employees hired on or after January 1, 2013, who are not members of CalPERS or are not members of another public employee retirement system with which reciprocity may be established. Employee membership contribution is 6.75%.
Health Insurance - The City provides up to $1,877 per month to purchase health insurance for employees and dependents through the CalPERS Health Benefits program. Alternatively, there is a $400 medical opt out payment for employees who are insured outside the City’s insurance coverage.
Telecommunications Allowance - City pays $75/per month.
Dental & Vision Insurance - Fully paid plan for dental and vision insurance.
Life Insurance - Fully paid life insurance policy equal to annual salary. Additional life insurance may be purchased with the employee paying for the premium.
Disability Insurance - Fully paid short-term and long-term disability insurance policies.
Bilingual Pay - An additional pay of $175 per month.
Flexible Spending Account - Employees may contribute to a Section 125 Flexible Spending Account on a voluntary basis.
Educational Incentive Pay - 2% for Associates, 4% for Bachelors, and 6% for Masters Degree.
Deferred Compensation 457 (b) Plan - Employees may contribute to a deferred compensation plan on a voluntary basis.
Holidays - 13 paid holidays per year.
Paid Time Off (Vacation) - 80 hours per year; increases to 120 hours after 3 years of service.
Alternative Health & Wellness (Sick Leave) - 96 hours per year; this program includes an incentive of up to $1,250 per fiscal year.
Management Leave - Up to 80 hours per calendar year, dependent upon assignment and director discretion. Allotment prorated for new employees.
Holiday Closure - City Hall and most City Services observe a Holiday Closure annually for two weeks at the end of December/beginning of January, including Christmas Eve, Christmas Day, New Year's Eve, and New Year's Day; City will provide additional holiday hours during this closure period (paid time off varies per year, assignment, and Bargaining Unit).
