The duties of the position include, but are not limited to the following:
• Conducts research and engineering analyses on a wide range of technical water-related topics including resource management, regulatory drinking water requirements, recycling, conservation, and watershed management.
• Coordinates and collaborates on technical data and information with Water System staff, consultants, and/or other City Departments on proposed legislation relating to Water System strategic goals, operations and management.
• Develops legislative policy positions with Water System Divisions and coordinates with Legislative and Intergovernmental Affairs Office on current legislative proposals.
• Prepares oral presentations, reports, summaries, letters and memorandums for Senior Management relating to a wide variety of water related policies and legislative issue affecting the Water System.
• Analyzes, monitors, and reports on proposed state and federal legislation for the development of legislative policy positions, including fact sheets and City Council resolutions, on issues related to the Water System.
• Communicates and coordinates with Department groups, outside agencies, and trade organizations regarding water-related legislative and grants issues.
• Provides technical support on preparing grant applications, appropriations requests, and support letters.
• Participates in identifying, researching, evaluating, and applying for grants, financing and other outside funding to support Water System projects.
• Develops requests for proposals, memorandum of agreement, contracting justifications, etc. for technical grant writing and other related services.
• Conducts technical analyses on recommendations for modifications to existing and new water-related City ordinances.
• Assists with contract management, including tracking, reviewing, and processing of invoices and related reports.
• Performs other related duties.
Skills, Knowledge, and Ability
• Knowledge of engineering concepts, project management, estimating, scheduling, and contract administration.
• Ability to manage multiple projects and priorities.
• Excellent writing skills, oral communication, and interpersonal skills. Candidates must have the ability to work well independently or with others, including internal and external personnel.
• Ability to prepare technical reports, charts and graphs, feasibility reports, and environmental studies.
• Knowledge of City and LADWP safety, employment and EEO policies, practices, and procedures.
• Ability to make sound decisions under pressure; prioritize and manage multiple assignments.
• Working knowledge and skills of engineering computer applications, databases, and Microsoft Office Suite.
A valid California Class C Driver’s License is required and must be maintained during the course of employment. Eligible candidates must have status on a regular appointment with the City of Los Angeles having passed probation as a Civil Engineering Associate (7246) and possess a valid Engineer in Training (EIT) certificate or State of California Professional Engineer License (PE).

A pre-screening process may be used. The most qualified candidates will be selected for the interview. There will be no further notification to those who do not meet the criteria. Candidates will be evaluated for the appropriate skills, knowledge, and abilities by interview which may include a written performance exercise. Attendance record may be evaluated.
Candidates selected for Tentative Transfer have the option of returning to their previous Department/Division for any reason within the first six (6) months. Similarly, Water Resources has the option of returning the employee back to their previous Department/Division for any reason within the first 6 months. The tentative transfer would need to be approved by both the appointing and releasing Department and is considered permanent at the end of six (6) months, unless terminated by the employee or Water Resources beforehand.
