Job Description:OverviewTo perform complex and responsible professional administrative work assisting the Department or Division Head in handling functions in connection with departmental programs, such as personnel, budget, planning and operational procedures. Direct supervisory responsibilities of subordinate personnel within the Department or Division are an essential function of this position.
Essential Functions- Assists in the coordination of all administrative functions of the Department including budget, personnel, meetings, and clerical duties.
- Prepares/composes a variety of complex and confidential documents and reports such as, letters, memoranda, reports, affidavits, and other materials; maintains departmental files and records.
- Enters a variety of data into computer system, prepares reports, and updates files.
- Researches and collects information on operational and administrative problems, analyzes findings, and makes reports to Department Head.
- Assists with the preparation and administration of the annual budget and maintains budget and expenditure controls.
- Supervises and coordinates budgetary accounting activities and confers with Department and/or Division Heads concerning acquisition and specifications for purchase of materials and equipment.
- Supervises and directs work of subordinates and evaluates their work performance.
- Assists with the installation of new programs, procedures, methods, and systems.
- Performs fiscal, statistical, and personnel studies, as assigned.
- Conducts surveys and collects information on administrative matters; studies the findings and prepares reports.
- Provides comprehensive administrative support to the Department Head, including managing calendars, organizing high-level meetings, and prioritizing daily tasks.
- Prepares and reviews reports, presentations, and correspondence to ensure accuracy, professionalism and in alignment with departmental standards.
- Acts as a liaison between the Department Head and internal/external stakeholders, ensuring smooth communication, prompt follow-up on key issues, and effective problem resolution.
- Manages confidential and sensitive information with the utmost discretion and integrity.
- Facilitates and organizes meetings, including preparing agendas, taking minutes, and tracking action items to ensure timely completion and accountability.
- Streamlines office operations to enhance efficiency and effectiveness, implementing best practices and innovative solutions.
- Assists in advising appropriate division heads of directives and assure that required actions are understood and accomplished in a responsive and timely manner.
- Coordinates departmental events and logistics to include employee ceremonies, promotional recognitions, retirement ceremonies, and help facilitate department events.
- Creates professional and error free correspondences and utilizes Microsoft Office Suite at an expert level to create Power Point presentations, Excel spreadsheets and Word documents for publication.

Minimum Qualifications- Associate's degree from an accredited college or university with major course work in public or business administration or related field,
- Five (5) years of general office experience of which two (2) years shall have been in a supervisory or responsible capacity,
- Or the equivalent in education, training, and experience, which would provide the necessary knowledge, skills and abilities.
Job Based Competencies- Comprehensive knowledge of the operations of City government and principles and practices of public administration.
- Comprehensive knowledge of office terminology, procedures and equipment.
- Comprehensive knowledge of research methods and techniques, statistical methods and application and methods of report presentation.
- Ability to use Microsoft Office Suite and the other City related computer applications such as the City's financial software, Payroll and Time Management software at an expert level.
- Ability to express oneself clearly and concisely, orally and in writing, and the ability to follow complex oral and written directions.
- Ability to prepare accurate, clear, complete and concise reports.
- Ability to analyze, interpret, and report research findings.
- Ability to establish and maintain effective working relationships with associates, municipal officials, and the general public and to handle all with tact and diplomacy.
- Ability to organize, instruct, and direct employees in the performance of varied tasks.
- High level of integrity and professionalism, with a commitment to maintaining confidentiality.
- Ability to work independently and as part of a team, demonstrating flexibility and adaptability in a fast-paced environment.

ResponsibilityUnder the direction of and responsible to the Department Head or designated representative. Supervision is exercised over subordinate clerical personnel and/or other staff, as directed.
Physical RequirementsThis is primarily office work requiring limited physical effort. Position requires visual acuity for reviewing, checking, preparing, and maintaining written and computer files. Incumbent is required to have sufficient hearing to accurately perceive information at normal spoken word levels. Manual dexterity to operate standard office, data entry, and word processing equipment is required.
Public ContactEffective public and governmental contacts are an essential component of this position. The incumbent interacts frequently with City Officials, other City Department Heads, employees, contractors, vendors and the general public. Contacts are for the purpose of obtaining and furnishing information, providing interpretations and explanations, responding to complaints, and similar purposes.
