    Full-time position available with the Office of the City Manager, Office of Emergency Management located at 635 Woodland
    Salary Range: $5,794-$8,833/month
    Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m. *Telework is available for this position.

    Responsibilities

    • Develops plans for planned events in addition to responding to natural and civil disasters, which include but are not limited to hazardous material incidents, fire, severe weather, flooding, pandemics, civil unrest, utility outages, etc..
    • Serves as the City liaison for emergency issues with local, regional, state and federal emergency management organizations.
    • Coordinates activities with other departments, outside agencies and the general public during planned events, simulated or actual emergencies.
    • Develops and formulates Departmental objectives and policies through consultation with the City Manager, City Department Directors, KCPD and outside agency personnel on preparation and response to planned events and emergency responses.
    • Develops and coordinates emergency/disaster/specialty event training exercises for City Departments, governmental agencies, private agencies, business organizations and utilities.
    • Assists civic and professional leaders as requested to develop and implement Continuity of Operations Plans (COOP) in accordance with local, state and federal policies.
    • When called upon obtains cooperation of property owners, civic leaders and professional groups in the use of non-City owned property to mount specialized camera, UAS detection, or other specialty equipment on their property.
    • Ensures staff training and emergency operations of Community Emergency Response Team (CERT) volunteers to meet mandated state and federal regulations.
    • Coordinates programs for use of and response to warning and communication systems for public education and information which includes Tornado Warning Sirens, Everbridge Mass Notification System, and federal Integrated Public Alert and Warning System (IPAWS).
    • Performs research and planning for emergency situations while supervising the preparation of the City's Local Operations Emergency Response Plan (LEOP) based upon careful study of emergency situations, inventories of emergency supplies and equipment.
    • Performs as requested inspections of buildings, schools and facilities to ensure safe refuge during an emergency situation.
    • Prepares, reviews, and submits emergency preparedness program budget annually.
    • Works closely with City Departments and KCPD to assure the proper barricading of roads, alleyways, and parking lots during special events/emergencies to ensure the safety of crowds attending the event from vehicular traffic.
    • Supervises Fiberoptic Cable and Security Camera design and installation for the City.
    • Works with City Departments, and KCPD providing proper connectivity for data systems serving City buildings.
    • Responsible for the design and placement of Tornado Warning Sirens throughout the City.
    • Perform duties as requested to assist in setting up houseless shelters, distribution of personal protective equipment, and placement of portable camera trailers in high crime or hazardous traffic areas.
    • Works closely coordinating planning and responses with KCPD, KCFD, State and Federal Partners on specialty events, training exercises, and disastrous events.



    Qualifications

    REQUIRES an accredited Bachelor's degree in one of the social sciences, public or business administration, engineering, emergency management or a related field and 5 years of progressively responsible professional managerial/supervisory experience in emergency management or disaster response; OR an equivalent combination of education and experience.

    Positions requiring a high school diploma/GED certificate must be obtained from a school/program accredited by the Department of Education and recognized by the U.S. Secretary of Education.

    The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
    For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
    Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.

    If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
