DescriptionPLEASE READ THIS BULLETIN CAREFULLY AS IT CONTAINS IMPORTANT INFORMATION ON THE POSITION AND THE RECRUITMENT PROCESSWHAT WE OFFERThe County of Ventura offers an attractive compensation and benefits package. In addition to the salary of $115,123.54 to $161,172.95 annually an employee in this position will also be eligible for the following:
- Bilingual Incentive - Incumbents may also be eligible for bilingual incentive depending upon operational needs and certification skills.
- Annual Leave - 208 hours per year, increasing to 288 hours after 5 years of service.
- Annual Leave Redemption - The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours in the preceding twelve months.
- Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
- Health Plans - Full time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans: For Plan Year 2025 tier one for “employee only” is $509 per biweekly pay period, tier two for “employee plus one” is $779 per biweekly pay period and tier three for “employee plus family” is $983 per biweekly pay period.
- Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
- Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.
- Holidays - 12 paid days per year which includes a scheduled floating holiday.

THE DEPARTMENT Ventura County Medical Center (VCMC) is a fully-integrated, comprehensive system of hospitals, clinics and specialty services. The system provides access to high-quality, compassionate health care to residents throughout Ventura County.
While VCMC provides access to health care to all residents of our county, special emphasis is placed on providing access to care for the underserved and those facing barriers to access. Referred to as the “safety net” population, these individuals comprise over three-quarters of the care provided by VCMC.
THE POSITIONUnder direction, the Nursing Shift Manager will be assigned to a specialized inpatient care unit for which they will oversee unit operations and perform professional nursing duties as assigned.
This position has full-time shift responsibility for supervising nursing employees of an adult or pediatric inpatient care unit who provide direct patient care and other services. Nursing Shift Manager performs the full range of first-level nursing and administrative supervisory functions requiring a knowledge of basic supervision, as well as of the nursing techniques and procedures used in the care of the category of patients treated in the unit. Such positions enforce hospital and nursing policies and standards and apply principles and recognized practices of nursing in supervising and providing professional nursing care to inpatients. Nursing Shift Manager may perform direct patient care duties.
The Nursing Shift Manager if a management classification and is not eligible for overtime compensation.

Examples Of DutiesDuties may include but are not limited to the following:
- Assumes accountability for staffing and quality of care of the Nursing Unit consistent with hospital standards and may include 24-hour accountability if assigned by executive management.
- Reviews, recommends, and establishes nursing and unit specific practice standards and initiate changes as needed; assesses training, competency and educational needs of staff in coordination with Nursing Education for improved services and processes.
- Promotes the best practices of the nursing profession and encourages staff to continue to develop and acquire additional nursing skills.
- Maintains clear, effective communication between nursing, medical, and ancillary staff and departments.
- Recruits, hires, orients, directs, supervises, and manages a staff development program for nursing staff.
- Supports management in developing annual nursing goals for the units, including plan of action, timetable and evaluation methodology, consistent with Nursing Department and hospital goals.
- Evaluates prospective and active team members to maintain and develop optimal staff performance in recruiting and retaining top talent.
- Fosters a positive work environment by facilitating team motivation, employee growth, and team success.
- Serves as teacher, facilitator, change agent, clinical leader and mentor to encourage their continued education and certification in the nursing field as it relates to their career goals.
- Communicates and administers hospital policies and procedures and participates in development of new policies and procedures specific to nursing operations within the respective service line.
- Participates in the planning of change and manages the change within an interdisciplinary health care delivery system such as restructuring/streamlining workflow/processes, technological advances, the physical environment of the unit, and trends in the focus of health care delivery appropriate to the specific service line.
- Coordinates nursing care by reviewing hospital and employee notification reports, problem identification reports, and unit specific performance improvement projects.
- Ensures nursing care is coordinated with prescribed multi-disciplinary plan of care and maintains effective communication for collaborative planning with the medical staff.
- Makes daily rounds to identify patient needs, assess quality of care and serves as a staff resource for resolving patient issues; responds appropriately, investigates patient complaints in a timely manner, and takes appropriate corrective action; ensures complicated complaints are escalated appropriately to the Department Director.
- Ensures notification forms are investigated, completed timely, submitted into the Nurse Executive to determine action is to be taken.
- Participates in department and hospital committees; chairs assigned committees, guides and oversees progress toward goals and objectives, develops studies, participates in specialty projects.
- Perform other related duties as assigned.
Typical QualificationsThese are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING and EXPERIENCEGraduation from an accredited School of Nursing.
Requires two (2) years of full-time professional registered nursing experience in the assigned hospital specialty area and two (2) years of full-time experience in a lead or supervisory capacity.
NECESSARY SPECIAL REQUIREMENTSMust possess and maintain the following certifications:
- Valid license as a Registered Nurse issued by the State of California Board of Registered Nurses.
- Basic Cardiac Life Support certification
National certifications by specialty areas are required within six months of hire
Knowledge, Skills, and AbilitiesThorough knowledge of: hospital policies and procedures; patient rights and the basic nursing performance standards in accordance with the Nursing Practice Act of California; the principles, practices, and techniques used in advanced nursing care of specialized units.
Working knowledge of: performance improvement processes, hospital based/nursing committee practices, and patient and staff education methods.
Working ability to: provide direction to others; self-direct continuing education needs, provide a positive role model and public image; work proficiently in emergency and/or stressful situations; maintain confidentiality of patient/client information; effectively establish and maintain working relationships with medical staff, co-workers, patients and the public; and communicate effectively, both orally and in writing.

TRAINING and EXPERIENCE EVALUATIONThe Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. ELIGIBLE LISTApplicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
