    THE POSITION

    The Behavorial Health Services Administrator position is responsible for a variety of duties that include both children's clinical services and administrative oversight, program planning, and inter-departmental and community relations. This position works very closely with the Director and Administrative Team to provide collaborative leadership and Division representation to the County and the community. This administrator is a licensed professional that uses their experience providing children's services and oversight to support and innovate the community-based services continuum in our Division.

    Key duties will include:
    • Oversight of any delegated service programs within the county, and contracted programs to assure a high quality of evidence- based services are being offered in a cost efficient manner;
    • Supporting specialty programs like Foster Care Treatment Unit, Early Childhood 0-5 Program, Youth Full Service Partnership, Commercial Sexual Exploitation of Children (CSEC), school-based services and mobile crisis
    • Contract preparation, negotiation, and review of/for contract amendments, procurement;
    • Preparing fiscal and budget plans and assist in preparing Board of Supervisor presentations and items;
    • Managing and supporting closely interfacing with HR, County Counsel, & County leadership on issues ranging from payroll to hiring to progressive discipline;
    • Procurement and analysis of data related to current utilization, quality assurance, and other Division performance measures of interest;
    • Working closely with the Adult Administrator and Deputy Director to assure clinical systems are fully aligned with administrative systems and to effect systemic change for cost containment, adequacy of care, EQRO compliance, and other system-wide goals;
    • Providing support to Managers and Supervisors for purposes of maintaining and improving morale and assisting with employee development and wellness.
    EDUCATION AND EXPERIENCE :

    EITHER
    Education: Master’s degree in a field directly related to the assignment

    Experience: F ive years of professional level public health or social services experience, of which three years must have included program management and supervision of professional and supervisory staff coupled with experience in public administration including budget preparation, program planning/evaluation and supervision.

    Education: Bachelor’s degree in a field directly related to the assignment

    Experience: S even years of professional level public health or social services experience, of which three years must have included program management and supervision of professional and supervisory staff coupled with experience in public administration including budget preparation, program planning/evaluation and supervision.

    LICENSING, CERTIFICATION AND REGISTRATION REQUIREMENTS

    One or more of the following may be required:
    • Registered Nursing License issued by the California State Board of Registered Nursing
    • Nurse Practitioner License issued by the California State Board of Registered Nursing
    • Public Health Nursing Certificate issued by the California State Board of Registered Nursing
    • Marriage and Family Therapist License issued by the California Board of Behavioral Science Examiners
    • Clinical Social Worker License issued by the California Board of Behavioral Science Examiners
    • Clinical Psychologist License issued by the California Board of Psychology
    • California Driver’s License, Class C

    Note: All licenses, certificates and registrations must be kept current while employed in this class. This may include the completion of continuing education units to maintain the required registration in good standing. Employees must keep their licenses, certifications and registrations current and failure to do so may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement.
