Community Development Block Grant (CDBG) Program Manager

Salary Range: $80,000 - $85,000
NOTE: Internal payroll classification is: Economic Development Manager
TRAVEL: 20 - 40% day travel, with occasional overnight travel required

Program Administration
• Directs the overall planning, development, and administration of the state CDBG program.
• Plans, directs, and evaluates public relations activities designed to promote and create awareness of programs, services, and/or financial assistance.
• Negotiates and/or administers contracts, grants, and cooperative agreements with federal, state, local, community, and private business organizations; functions as a liaison and/or representative for CDBG.
• Leads the development and implementation of program annual planning and delivery (Consolidated Plan, Action Plan), conducts public hearings and meetings, and recommends changes to program policies, procedures, and practices.
• Oversees the programmatic updates to program documents and forms.
• Stays informed on federal regulations and ensures their implementation into Missouri’s program.
Personnel
• Directs and/or assists program personnel in developing and managing policies in their assigned area of responsibility to ensure compliance with federal and state laws, regulations, and policies.
• Responsible for providing leadership in the training, directing, managing, and evaluating staff in their area of assigned responsibility.
General
• Leads in developing, implementing, and/or interpreting new or revised program, departmental, or legislative initiatives impacting the program.
• Prepares presentations for conferences, training sessions, and meetings relating to community or economic development programs.
• Monitors expenditures according to budget allocations/appropriations; recommends and/or initiates cost-saving measures.
• Exercises considerable independence, initiative, and judgment in planning and coordinating community and economic development programs under general administrative direction; work is reviewed through conferences, reports, and evaluation of operational results.
• Perform other related work as assigned.
COMPETENCIES :
• Comprehensive knowledge of the state CDBG program.
• Comprehensive knowledge of economic, political, social, geographic, and cultural factors which affect community and economic development programs.
• Comprehensive knowledge of the principles and practices of marketing and economic development promotion.
• Comprehensive knowledge of state and federal laws and regulations which affect the business environment.
• Comprehensive knowledge of governmental budgeting, fiscal management, and grant/contract management.
• Comprehensive knowledge of local government.
• Comprehensive knowledge of financial and tax management, economic development, and accounting/auditing principles and procedures.
• Comprehensive knowledge of managerial techniques and administrative practices.
• Ability to review, analyze, interpret, and/or prepare state and federal laws, rules, regulations, policies, and procedures pertaining to the assigned community and/or economic development program.
• Ability to testify as an expert witness.
• Ability to develop, implement, and administer program-based seminars, workshops, or training sessions including public speaking and presentations.
• Ability to establish and maintain effective working relationships with departmental officials, legislators, state and local officials (e.g., community and neighborhood organizations, regional planning commissions), staff, and the general public.
• Ability to prepare, analyze, and evaluate policies and operations, and formulate recommendations.
• Ability to communicate effectively and prepare clear and concise reports.
• Ability to take direction and meet required deadlines.
• Ability to provide leadership and supervision to program staff.
• Ability to manage change, provide program management, and achieve results.
• Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the agency.
• Ability to demonstrate regular and reliable attendance.
Qualifications :
• A Bachelor’s degree from an accredited college or university with a minimum of 24 earned credit hours in one or a combination of the following: Business or Public Administration, Marketing, Finance, Community or Economic Development, Economics, Psychology, Sociology, Social Work, Education, or a closely related field; AND
5 5 or more years of relevant, professional experience
Earned credit hours from an accredited college or university may be substituted on a year-for-year basis for the required experience at a rate of 30 earned credit hours for one year.
