ANNUAL SALARY
$98,908 to $104,420 and $115,884 (flat-rated)

An entry-level Electric Meter Setter works as a trainee under close supervision assisting journey-level Electric Meter Setters in the performance of their duties. Trainees receive extensive classroom training as well as on-the-job training. A journey-level Electric Meter Setter installs, changes and removes a large variety of electric meters and metering equipment on the premises of industrial, commercial and domestic consumers, and performs related work.
REQUIREMENT(S)/MINIMUM QUALIFICATION(S)
One year of full-time paid experience as an Electrical Craft Helper with the City of Los Angeles Department of Water and Power assisting in the performance of work on equipment and circuits in the maintenance or construction of electrical systems ; or
One year of full-time paid experience as a Utility Pre-Craft Trainee (UPCT) with the LADWP performing duties as a helper in an electrical trade assisting in the performance of work on equipment and circuits in the maintenance or construction of electrical systems; or
One year of full-time paid experience as a helper in an electrical trade assisting in the performance of work on equipment and circuits in the maintenance or construction of electrical systems; or
Six months of full-time experience performing electrical work on equipment and circuits in the maintenance or construction of electrical systems while in the United States Armed Forces.
For applicants filing under Requirement #1 or #2, successful completion of the LADWP approved Hayden or Delmar’s electricity course(s) may be substituted for six months of full-time paid experience.
PROCESS NOTES
All entry-level positions in this class are temporary training positions as defined in Civil Service Commission Rule 5.30. An Electric Meter Setter must successfully complete an extensive on-the-job and classroom training program within eighteen months in order to receive an appointment to a regular Electric Meter Setter position.
Applicants filing under Requirement #1 or # 2 wishing to substitute completion of the LADWP approved Hayden or Delmar’s electricity course(s) for experience lacking must submit a certificate of completion at the time of filing. A copy of the certificate of completion at the time of filing. A copy of the certificate must be attached to the on-line application BEFORE the application is submitted. If the certificate is attached AFTER the on-line application has been submitted, it will not be available to the City and the applicant WILL NOT be credited with submitting it. Applicants who fail to submit the certificate at the time of filing by attaching it to the on-line application will not be considered further in this examination.
Applicants filing under Requirement #1 or #2 who lack two months or less of the required experience at the time of filing may file for this examination. However, they cannot be appointed until the full experience requirement is met.
Applicants filing under Requirement #2 or #3 using City of Los Angeles experience must submit with their application a “Verification of Work Experience” (VWE) form, with the required signatures, verifying their experience as a helper in an electrical trade. The VWE form must indicate the type of work performed and the amount of time spent performing such work. This form may be obtained on-line at http://per.lacity.org/exams/vwe-sup.pdf . Applicants may attach the completed VWE form to their on-line application at the time of filing, or will have seven (7) calendar days from the on-line submission date to e-mail a copy of their completed VWE form, including the required signatures, to per.appdocs@lacity.org . The subject line of your e-mail must include the exam title, your name and indicate it is a VWE. In the body of your e-mail, you must also include your first and last name, last four digits of your Social Security Number and contact phone number. Applicants who fail to submit their signed VWE form within the time required will not be considered further in this examination and their applications will not be processed.
Active United States Military personnel may file for this examination; however, they cannot be appointed until they have completed their military service and have been discharged with satisfactory performance. Proof of military service and satisfactory performance must be provided prior to appointment.
Applicants filing under Requirement #4 must submit at the time of filing their application a copy of their DD-214 or a copy of their military identification indicating an End of Active Obligated Service (EAOS) date within six months from the application date. The copy of the DD-214 or military identification with EAOS must be attached to the on-line application BEFORE the application is submitted. If the copy is attached AFTER the on-line application has been submitted, it will not be available to the City and applicants WILL NOT be credited with having submitted it. Applicants who fail to submit the DD-214 or military identification with EAOS at the time of filing by attaching it to the on-line application will not be considered further in this examination.
A valid Class C driver’s license issued by the California Department of Motor Vehicles (DMV) is required within 30 days of appointment. Candidates will not be eligible for appointment to these positions if their DMV record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation such as DUI.

You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs by qualifications review or in the order that applications were received. The examination will consist entirely of a weighted multiple-choice test administered and proctored on-line. In the on-line multiple-choice test, the following competencies may be evaluated: Mathematics, Attention to Detail, Self Management, Safety Focus, including: principles and regulations such as government regulations, and procedures for working near energized lines or equipment; safety rules pertaining to the maintenance of a debris- and clutter-free workplace and the use of protective clothing and equipment; elementary mechanics sufficient to perform safely and correctly such tasks as handling and placing equipment or materials with regard to balance and stability; first aid, and emergency procedures sufficient to begin resuscitation in case of electric shock or to take immediate action to prevent further harm in case of other injury; driver’s safety rules in order to operate vans or small trucks to transport necessary equipment and materials to various worksites and locations; Job Knowledge, including the knowledge of: the different types of single phase electric meters sufficient to install, remove, replace and read them correctly; different types of conduit cables and wiring needed for meters and associated equipment sufficient to install, remove, and replace meters correctly; basic electrical theory sufficient to perform the task of computing relationships in A.C. and D.C. circuits pertaining to voltage, current and watts including Ohm's Law; basic electric service requirements sufficient to install, remove, and replace single phase meter installation, EV chargers, and pedestals; use of tools related to installation of meters and related equipment such as hydraulic presses, cutters, meters, and testing using multimeters and A.C./D.C. current clamp probes; and other necessary knowledge, skills, and abilities.

The multiple-choice test will be proctored and administered on-line during a single session. Candidates invited to participate in the on-line multiple-choice test will be able to take the test from a remote location (i.e., their home) using a computer with a webcam and a reliable internet connection. Candidates will receive an e-mail from the City of Los Angeles outlining the dates and specific steps on how to take the multiple-choice test on-line. It is anticipated that the remote proctored multiple-choice test will be administered between TUESDAY, JUNE 3, 2025 AND MONDAY, JUNE 9, 2025. Candidates who do not complete and submit the remote multiple-choice test on-line using a computer by the specified date and time stated on the notice they receive will not be considered further in this examination. In conjunction with Civil Service Rules, applicants who are current eligible City employees or are on a reserve list will be considered Promotional candidates while all other applicants will be considered Open candidates.
The promotional list will ordinarily be used ahead of the open competitive list. However, if open candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding seniority credit at the rate of 0.25 of a point for each year of continuous classified City service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.
In accordance with Civil Service Rule 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.
Notice :
