    Responsibilities

    Executive Leadership Opportunity - Finance Department

    The Deputy Director of Finance - Budget and Revenue is one of two executive-level deputy roles in the Finance Department and is responsible for assisting in the strategic planning, management, and oversight of the budget and revenue functions of the City of Kansas City. This role works collaboratively with other divisions of the Finance Department to ensure effective financial management, optimize budgeting processes, ensure compliance with financial regulations, and provide leadership to the Budget and Revenue Divisions. This position involves highly responsible professional, administrative, and managerial work in directing all activities of the Budget and Revenue Divisions under the Director of Finance.

    Key Responsibilities:
    • Preparation, administration, and presentation of the City's $2.5 billion operating and capital budget.
    • Advise and direct the Commissioner of Revenue and the Budget Officer on planning, operations, and performance management.
    • Represent the department in a variety of internal, governmental, and public-facing roles including civic and professional organizations and in interactions with the Mayor and City Council
    • Develop internal and external communications and directives.
    • Carry out the long-term vision of the City and department in accordance with the Citywide Business Plan and Finance Department Strategic Plan, respectively
    • Collaborate with key stakeholders to meet shared goals and objectives.
    • Champion and oversee the implementation of the City's Priority-Based Budgeting initiative to allocate funding based on the needs of the community
    • Actively manage the forecasting, monitoring, and reporting of the City's revenues.
    • Develop revenue generation and collection strategies to support the financial goals of the City.
    • Ensure compliance with standards and organizational policies related to accounting for City revenue streams and for tax administration.
    • Serve in the absence of the Director of Finance.

    Technical Skills:
    • Knowledge of the principles and practices of municipal finance including budgeting, capital planning, strategic planning, and tax collection and administration
    • Application of the principles and practices of business and public administration to the development and management of municipal, state, and federal policies, programs, laws, and ordinances



    Qualifications

    REQUIRES an accredited Bachelor's degree in business, finance, management, accounting, or related field, and eight (8) years of progressively responsible professional experience in public or business administration and three (3) years of supervisory experience at the level of Financial Manager; OR an accredited Master's degree in public or business administration, finance, accounting, or related field, and six (6) years of progressively responsible professional experience in public or business administration and three (3) years of supervisory experience at the level of Financial Manager; OR an equivalent combination of education and experience. Preference given to those who are a GFOA Certified Public Finance Officer (CPFO) or a ICMA Credentialed Manager (CM).

    Positions requiring a high school diploma/GED certificate must be obtained from a school/program accredited by the Department of Education and recognized by the U.S. Secretary of Education.

    The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
    For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
    Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.

    If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
