Why you’ll love this position:This position is responsible for the procurement of supplies, equipment, and program participant services for the Office of Adult Learning and Rehabilitation Services (OALRS) . The Director of Procurement handles all aspects of contract and vendor management and supports procurement functions in 31 offices across the state. All activities are performed in compliance with state and federal requirements. This position reports to the Manager of Financial Services.
- Oversees approval, award, maintenance and monitoring of contracts, agreements and memoranda of understanding
- Facilitates all aspects of the bid process
- Supervises two Procurement Specialists responsible for procurement activities, evaluating workload, and adjusting as necessary
- Serves as contract and procurement liaison for internal and external customers
- Establishes maximum allowable fees for Diagnosis & Treatment of Impairments and Rehab Technology services based on current agency policy and Medicare fee schedules
- Coordinates with staff to ensure proper usage of Current Procedural Terminology (CPT) and Healthcare Common Procedure Coding System (HCPCS)
- Serves as OALRS primary procurement contact for MOVERS which is Missouri’s Enterprise Resource System
- Handles all aspects of fixed asset management including acquisition, disposition, inventory, and reconciliation
- Coordinates with the Manager of Workforce Planning and Communication to ensure consistency of procurement policies and procedures
- Coordinates with Director of Rehabilitation Technology to assist staff with authorizations and prior approval for designated services under the Vocational Rehabilitation program
- Advises and trains staff on statutes, regulations, policies, and procedures for procurement of goods and/or services
- Manages all registrations and travel for OALRS Professional and Leadership Development Award (PLDA) recipients
- Serves as agency liaison between VR, DD, IL, and VE staff and Office of Administration (OA) Purchasing
- Serves as OALRS representative on Office of Administration Purchasing Committee
- Creates and maintains procurement resources
- Performs other duties as assigned
Minimum Experience and Training: Bachelor’s degree from an accredited college/university in business administration, management, accounting, or a closely related field and minimum of three years of experience in financial/fiscal administration or management.
(Other qualifications and experience may be accepted in lieu of the above, which in the opinion of the Assistant Commissioner of ALRS meet the requirements of the position.)
Preferred Knowledge, Skills and Abilities: 1. Comprehensive knowledge of state statues and purchasing for state agency
2. Comprehensive knowledge of the principles and practices of centralized procurement
3. Proficiency in drafting and managing contracts, ensuring compliance with Department and State regulations.
4. Familiarity with various State of Missouri procurement systems such as MissouriBUYS and MOVERS
5. Ability to interpret and apply local, state and federal laws, rules and regulations applicable to program
6. Ability to learn about medical and rehabilitation technology and apply this knowledge to agency operations
7. Ability to lead and motivate a procurement team, delegate tasks effectively, and drive results.
8. Ability to build rapport and maintain positive relationships with stakeholders.
9. Ability to think strategically and make decisions that align with Department goals.
10. Ability to manage multiple priorities and meet deadlines.
