    DESCRIPTION

    Under general supervision of the Water and Sewer Maintenance Supervisor, to lead and participate in the operations and maintenance activities of staff in the Water and Sewer Maintenance Division, including the construction, maintenance, and repair of water and sewer facilities and equipment; and to do related work as assigned.

    JOB REQUIREMENTS

    • Coordinate staff, operations, and maintenance activities of water and sewer maintenance.
    • Plan, prioritize, assign, and lead the work of assigned staff in water and sewer maintenance operations.
    • Lead and participate in the tapping of pipelines and installation or repair of valves, hydrants, meters, and pipes of all sizes, which may or may not be under pressure.
    • Measure, cut, thread, and fit pipes.
    • Locate leaks and make repairs by installing clamps or saddles.
    • Supervise and participate in the installation and repair of sanitary sewer lines and laterals.
    • Supervise the excavating, grading, and shoring up of trenches.
    • Install forms; pour and finish concrete.
    • Requisition materials to be used for the job.
    • Observe proper safety precautions.
    • Maintain files and records on day-to-day crew and systems operations.
    • Respond effectively to public inquiries.
    • Responds to emergency situations in the systems.
    • Participate in the selection, supervision, training, and evaluation of subordinates.
    • Work with State Water Resource Control Board staff to ensure that the sewer collection system meets all Federal and State requirements.
    • Serve as Acting Water and Sewer Maintenance Supervisor as assigned.
    • Perform other duties as assigned.


    MINIMUM QUALIFICATIONS

    Knowledge of :
    • Principles, practices, equipment, tools, and materials of water distribution system and sewer collection system operation, maintenance, and repair.
    • Sewer lift station operation, maintenance, and repair.
    • City codes, specifications, and standards for AWWA, California Department of Health requirements of municipal water distribution systems, the California State Water Resources Control Board requirements for sewer collection systems, and sanitary sewer overflow response and reporting requirements, including all the requirements of Sewer System Management Plan.
    • Methods of estimating time, materials, and equipment needed to perform assigned work.
    • Basic construction and repair methods, including carpentry, pipe fitting, painting, and cement work.
    • Cal-OSHA safety principles, practices, and procedures of water distribution systems and sewer collection systems, including equipment and hazardous materials.
    • Modern office practices, methods, and computer equipment, and various software such as Microsoft Word and Excel spreadsheets, and maintenance management programs.
    • English usage, grammar, spelling, vocabulary, and punctuation.
    • Techniques for dealing effectively with the public, vendors, contractors, and City staff, both in person and over the telephone.
    • Techniques for providing a high level of customer service to the public and City staff, both in person and over the telephone.
    • Safe work practices.
    • Principles of supervision, training, and employee evaluation.

    Ability to :
    • Perform a wide variety of skilled and semi-skilled tasks in the construction and maintenance of water and sewer lines, services, and equipment.
    • Operate light and heavy equipment.
    • Work from plans, sketches, and written instructions.
    • Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards.
    • Interpret, apply and enforce Federal, State, and local policies, procedures, laws, and regulations applicable to water and sewer.
    • Understand, interpret, and successfully communicate both orally and in writing, pertinent department policies and procedures.
    • Research, analyze, and evaluate new methods, procedures, and techniques with regard to water and sewer operations.
    • Maintain accurate records and files of work performed.
    • Maintain a variety of manual and computerized record keeping and project management systems.
    • Make sound, independent decisions within established policy and procedural guidelines.
    • Organize work schedules, set priorities, and meet critical time deadlines.
    • In the absence of the Water and Sewer Maintenance Supervisor, act as the duly authorized representative to the legally responsible official (LRO) for Sanitation Sewer Overflows (SSO).
    • Operate modern office equipment including computer equipment and software programs.
    • Use English effectively to communicate in person, over the telephone, and in writing.
    • Perform heavy manual labor and lift up to 90 pounds.
    • Understand and carry out oral and written directions.
    • Develop cost estimates of materials and labor.
    • Supervise, train, and assist in evaluating subordinates.
    • Tolerate changes in outside temperatures from winter to summer and tolerate dust, pollen, wind, and rain.
    • Work in confined areas, such as in manholes.
    • Stand for periods of up to four hours at a time.
    • Walk on uneven or steep terrain.
    • Establish and maintain cooperative relationships with those contacted in the course of work.
    • Work various shifts and flexible hours, including nights, weekends, and holidays.


    Experience:

    Six years of experience in water and sewer system installation, maintenance, and repair, or related experience which would indicate possession of the above qualifications.

    Education:

    Completion of formal or informal education equivalent to completion of twelfth grade.

    Necessary Special Requirements:
    • Possession of a valid Class A California Driver's License. (This position will be subject to the United States Department of Transportation and Federal Highway Administration regulations relating to controlled substance and alcohol use and testing.)
    • Possession of State of California Grade D-3 Water Distribution Certificate.


    Residency Requirement:

    All Water and Sewer employees, within six months of hire, shall establish residency within a 30-minute notification to respond zone.

    SELECTION PROCEDURE

This process may include a variety of techniques designed to test applicants’ knowledge, skills, and abilities to perform the duties and responsibilities of the job. An eligibility list will be established by ranking candidates by their overall score and a selection will be made from the candidates on this list. All employment offers are subject to a City-paid physical examination and a thorough reference and background check.
