ABOUT THE POSITIONThe Clark County Water Reclamation District is seeking qualified candidates to apply for the Assistant/Associate Engineer position.
This recruitment will be used to fill various vacancies in Construction Management, Development Services, Design Engineering, and Asset Management & Reliability. The positions will be primarily responsible for:
Construction Management: - Assisting project management staff by providing engineering design, construction management, contract oversight, and field inspections.
- Interfacing with District staff in other service groups, utility agencies, consultants, contractors, and other governmental agencies to clarify issues and resolve problems.
- Participating in continuous improvement by evaluating construction phase issues and integrating lessons learned into District practices and procedures.
- Ensuring contractor conformance of the construction documents and resolving contractual and field conflicts encountered.
Development: - Performing civil plan review utilizing published standards (such as the DCSWCS) and providing detailed comments to the Engineer of Record.
- Providing information to the public (in-person, email, or phone), which will require the interpretation and application of policies, procedures, and regulations; including reading, interpreting and understanding construction drawings and specifications.
- Interfacing with District staff in other service groups, utility agencies, consultants, contractors and other governmental agencies to clarify issues, resolve problems.
- Applying and understanding the CCWRD Service Rules, DCSWCS, and UPC to assist team and provide good customer service.
- Applying principles, practices and techniques of wastewater engineering design and construction methods related to sanitary sewer collection and pumping.
Design: - Assisting project management staff by providing engineering design, construction management, document control, and contract management.
- Reading, interpreting, and understanding construction drawings and specifications
- Interfacing with District staff in other service groups, utility agencies, consultants, contractors, and other governmental agencies to resolve design challenges.
- Applying principles, practices and techniques of wastewater engineering design and construction methods related to sanitary sewer collection, pumping, and treatment.
- Reviewing and evaluating hydraulic data from various models of the sewer collection systems, pumping stations, and treatment plants; Creating and maintaining hydraulic models of the sewer collection systems, pumping stations, and treatment plants.
Asset Management & Reliability: - Performing statistical and comparative analysis on equipment failures, reliability and performance.
- Facilitation of cross-functional working groups from within and outside an organization to perform process improvements or failure analysis.
- Leading commissioning activities for new infrastructure assets, systems, and treatment processes.
- Gathering/reviewing asset information including specifications, functions, and commissioning results.
- Leading condition assessments on equipment and facilities and generating reports with suitable and actionable recommendations.
- Managing consultants and contractors through the implementation of special projects or assessments.

This recruitment will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTSEducation and Experience:
Assistant Engineer - Bachelor's Degree in an appropriate engineering discipline or a closely related field. Equivalent combination of appropriate formal education and directly related experience which has provided the knowledge, skills and abilities to perform all aspects of the job may be substituted for the degree to a maximum of two (2) years.
Associate Engineer - In addition to the above, two (2) years of civil engineering experience. Experience in a public agency setting is desirable. Note: Candidates expected to graduate and obtain a degree in May 2025 will be considered. Education requirements listed are subject to verification upon hire.

Working Conditions: Work with exposure to potential hazards at various construction sites.
Licensing and Certification: Possession of a valid Nevada Class C driver's license at time of appointment. Possession of a Nevada Engineer-in-Training Certificate is desirable.
Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.
Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.
