    Who We Are:
    The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $885 million and 2,162 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing and contracting, ISD is the County's trusted partner and provider of choice.

    The Opportunity:
    We are pursuing qualified candidates to fill the Supervising Contract Program Monitor, ISD position in the Operations Service of the Internal Services Department. The Operations Service is the lead agency for the delivery of operational support services to our customers. This includes providing more than 400 capital renovation and deferred maintenance projects, maintenance and repair for approximately 4,400 county facilities covering 66 million square feet, custodial and landscape maintenance for 300 locations, fleet acquisition and maintenance for 5,000 County vehicles, delivery of more than 2.5 million pieces of mail annually, managing 13,000 parking spaces, and providing the set-up for special events. Definition:
    Supervises the work of Contract Program Monitors engaged in monitoring, auditing, and evaluating contracted services.

    Classification Standards:
    Positions allocable to this class report to a higher-level supervisor and are responsible for providing technical and administrative supervision to Contract Program Monitors. In addition, these positions implement and maintain an inspection program which monitors, audits, and evaluates contracted services.

    Essential Job Functions

    Plans, assigns, reviews and evaluates the work of a contract monitoring unit.

    Prepares summary reports of contractor performance based on inspection documents. Prepares comprehensive reporting and administrative support. Prepares critical reports and provides extensive administrative support to the Fleet Services Section.

    Reports include weekly updates on open work Orders and estimated turnaround times, and monthly summaries covering fleet availability, preventive maintenance (PM) and smog/opacity compliance, vehicle service/repair cycle times, and pool vehicle utilization.

    Conducts random on-site inspections of contracted services to ensure that contract performance standards are being met and uniformly applied throughout the County. Establishes and manages standard inspection programs, conducts thorough audits, and evaluates various contracted services.

    Resolves service complaints that are in dispute.

    Participates in the negotiation of service costs not specified in the contract agreement with vendors, as needed.

    Requirements

    TO QUALIFY FOR THE OPTIONS BELOW, you must POSSESS and CLEARLY EXPRESS detailed years of experience performing relevant duties within your online job application under the "Experience" area and Supplemental Questionnaire.

    REQUIREMENT TO QUALIFY :

    OPTION 1:
    Two years of experience as a Contract Program Monitor* monitoring the County's fleet management and maintenance contract.

    -OR-

    OPTION 2:
    Three years of experience at the supervisor level** involving fleet management and/or maintenance service.

    LICENSE:
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
    Physical Class:
    2 - This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    Special Information:
    Appointees will be required to work a Monday through Friday 5/40 work schedule.

    Special Requirement Information:
    * Contract Program Monitor is defined as m onitors, audits, and evaluates a private agency's performance in providing the appropriate kind and level of service specified in the contract agreement.

    **Supervisor level is defined as supervising 5 or more subordinates in fleet management and/or maintenance service.

    Desirable Qualifications:
    Additional points will be awarded for applicants who possess the following Desirable Qualifications.
    • Completion of one or more of the following Automotive Service Excellence (ASE) certifications***:
      • C1: Automotive Services Consultant
      • L3: Light-Duty Hybrid/Electric Vehicles Specialist
      • B Series: Collision Repair & Refinish
    • Two or more years of experience providing training in the areas of fleet maintenance, risk management, equipment inspections, or quality control.
    • Two or more years of experience evaluating and preparing performance reviews for employees under your supervision.
    • Experience with South Coast Air Quality Management District and other local state and federal regulatory legislation and guidelines related to the management of public vehicle fleets, including those related to alternative fuel programs and emissions controls.
    • Lead a team of five or more journey-level technicians or technical advisors.
    • Five or more years of experience developing and managing operating budgets and ensuring financial accountability.
    • Five or more years of developing and implementing policies and procedures that align with organizational goals and regulatory compliance.

    Our Assessment Process:

    This examination will consist of an Evaluation of Training and Experience based on application information, desirable qualifications and supplemental questionnaire weighted at 100%. You must achieve a score of 70% or higher in order to be placed on the Eligible Register.

    Los Angeles County will not consider claims of not viewing or receiving notification to be a valid reason for late test administration or rescheduling of a test component.

    Eligibility Information:


    The names of candidates receiving a passing score in the assessment will be placed on the Eligible Register in the order of their score group for a period of twelve (12) months following the date of promulgation. Passing this examination and being placed on the Eligible Register do not guarantee an offer of employment.

    Applications will be processed on an as-received basis and promulgated to the eligible register accordingly.

    No person may compete for this examination more than once every twelve (12) months.
