CalOptima Health is seeking a highly motivated an experienced Sr Manager, IT Applications Management Support (Sr Manager II) to join our team. The Sr Manager (Applications Management) will be responsible for providing strategic guidance, technical management oversight and direction for all application and interface development and support. The incumbent will provide day-to-day leadership, broad guidance and general supervision to application management staff. The incumbent will report the group's progress on a regular basis to the director and Chief Information Officer and works closely with management to ensure open communication regarding incidents, projects, plans and accomplishments. The incumbent will work with vendors and vendor management to support all purchased applications and will be accountable for the overall stability of all applications from the performance, metrics and support perspectives. The incumbent will manage and develop the overall strategic direction, technical architecture and roadmap for the application development area and regularly interact with leadership at all levels throughout the organization.

• Salary Grade: 317 - $132,969 - $212,751 ($63.93 - $102.2841)

Duties & Responsibilities:

• 50% - Leadership Functions
  • Cultivates and promotes a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
  • Directs and assists the team in carrying out department responsibilities and collaborates with the leadership team and staff to support short- and long-term goals/priorities for the department.
  • Hires, manages, trains, reviews and sets goals for staff, including assisting in team engagement and management.
  • Directs the management and delivery of multiple and concurrent variable priority projects and activities with milestone schedules to fulfill team assignments within planned scope, time and cost.
  • Directs and guides the management of teams with varying levels of technical, analytical and business abilities to ensure effective use of everyone's skills to achieve team goals and objectives; determines when to step into lower-level details.
  • Provides general oversight, specific direction and management of individual tasks or projects.
  • Assesses, aligns, educates and enhances the team's skillsets to handle challenges and changes.

• 45% - Program Oversight
  • Assesses resource requirements and manages resources to ensure the timely and successful completion of projects and tasks.
  • Manages the development and maintenance of application configurations, interfaces or extensions.
  • Controls and manages the process of accessing, modifying and maintaining version control of production application software and vendor release cycles.
  • Identifies problems and evaluates, analyzes and recommends options or solutions to support the business area's needs.
  • Manages the activities of the quality assurance function to ensure consistently improved quality of all implementations.
  • Works with the infrastructure, security and change control team to develop, solidify and adhere to deployment processes.
  • Monitors and maintains the stability of all applications, related interfaces and other processing, including batch processing.
  • Manages problem investigation and resolution; coordinates issue resolution with the infrastructure team.
  • Builds and maintains collaboration with business teams to support and enhance their user experience.
  • Aligns and coordinates with business teams and the Regulatory department to support and maintain compliance.
  • Builds our ITS strategy model into digital transformation.

  • Completes other projects and duties as assigned.

Minimum Qualifications:

• Bachelor's degree in health care systems management, computer science, information systems or related field PLUS 7 years of progressive, applicable, technical experience in systems/application development, analysis, project management and database management; an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.

Preferred Qualifications:

• 7 years in application management or a leadership role.
• 5 years of managed care experience.
• Strong vendor management experience.
• Cognizant/TriZetto Facets applications system knowledge.

• Work is typically indoors and sedentary and is subject to schedule changes and/or variable work hours, with travel as needed.
• Employee will occasionally work outdoors in varied temperatures.
• There may be harmful or hazardous environmental conditions present for this job.
• The noise level in this work environment is usually moderate to loud.
