Who We Are:The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $885 million and 2,162 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing and contracting. THE OPPORTUNITY:Positions allocable to this class report to a higher-level materials manager or departmental manager and may serve as the highest-level purchasing position in their department. Positions allocable to Procurement Assistant III are typically distinguished from the class of Procurement Assistant II by their responsibility for supervising subordinate procurement supervisors at the level of Procurement Assistant II and/or supervising a larger staff of positions procuring a variety of technical items which requires substantial participation in locating sources of supply, making comparative evaluations of quality and features, and in developing tentative specifications. Also allocable to this class are certain positions which, in addition to meeting the basic standards for Procurement Assistant II, have comprehensive responsibility for the supply function of a department, including warehousing and property custody, and involve the supervision of one or more Procurement Assistant I positions. Positions allocable to this class must have basic keyboarding skills, the ability to use commonly used word processing programs such as Word, Excel and specialized procurement and warehousing programs, the ability to access and retrieve information using video display terminals, effective verbal and written communication skills and the ability to exercise the basic principles of supervision.
Essential Job FunctionsWHAT YOU WILL DO:Oversees the departmental procurement process for goods, services, and contracts, ensuring compliance with local, state and federal regulations.
Supervises daily operations of a team of procurement professionals, including but not limited to, hiring, training, performance management, escalations, and conflict resolution; create and manage schedules for daily work assignments for all procurement staff.
Ensures departmental procurement processes and workflows align with all applicable County and departmental purchasing policies and procedures.
Collaborates with other departments, divisions, requestors, and vendors to address procurement needs and resolve issues.
Oversees purchase requests and requisitions for accuracy and intended cycle times.
Performs various administrative tasks related to purchasing activities, which may involve establishing, organizing, integrating, and maintaining relevant purchasing and vendor records, files, lists, forms, reports, and other documentation.
Reviews, monitors and provides follow-up of purchases and contracts to ensure continued compliance with vendors and provide direction accordingly.
Reviews and processes complex purchase requests and order changes for various supplies and services.
RequirementsREQUIREMENTS TO QUALIFY:One year of procurement experience at the level of Procurement Assistant II* supervising staff performing a full range of purchasing functions including the preparation of purchase orders, specification writing, product testing, and related functions.
LICENSE:A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
PHYSICAL CLASS:Physical Class II - Light: This class include administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
SPECIAL REQUIREMENT INFORMATION:*Experience at the level of Procurement Assistant II is defined as supervising procurement and procurement-clerical positions engaged in procuring supplies, equipment, and services for a county department or independently manages a specialized or complex procurement assignment such as completing departmental requisitions for fixed and capital assets, evaluating product specifications for special purchase orders, and utilizing Auditor Controller matrix to determine if the equipment should be repaired or replaced based on the aggregate cost of repairs for a county department.
Additional InformationOur Assessment Process: This examination will consist of an Interview covering Knowledge and Skills in the Field, Problem Solving Skills, Customer Service and Interpersonal Skills, and Oral Communications Skills weighted at 100%.
The passing score for the assessment is 70%.
