    Mohave County Elections Department is looking to hire a Deputy Elections Director based in Kingman, AZ .

    About Us

    The Elections Department is the operating arm of the Board of Supervisors fulfilling the responsibilities of election administration.

    Mohave County has the fifth largest number of registered voters in the State of Arizona and the population of the county is growing with the rest of Arizona.

    The Mohave County area serves almost 170,000 registered voters encompassing two congressional and two legislative districts.

    Deputy Elections Director -> Starting Salary, $32.73/hr.
    • Work Monday - Friday, 8:00am to 5:00pm.
    • Occasionally may be required to work on weekends and holidays.
    • Primarily office environment with occasional moderate to strenuous manual labor in the Elections warehouse.
    • Some traveling with other Election staff members may be required to attend election worker training, public speaking engagements, and election association meetings.
    • Shall possess or obtain within 24 months of appointment an "Election Officers Certificate" as issued by the Secretary of the State in accordance with ARS 16-407.


    Essential Job Functions

    • Elections Department Administrative Procedures, policies, and regulations.
    • Plans, organizes, directs, and coordinates the programs and activities of the Elections Department.
    • Develops, proposes, and implements policies, regulations and procedures to ensure compliance with federal, state and local elections statutes.
    • Provides administrative leadership and management for the Elections Department and poll workers.
    • Directly supervises paraprofessional, technical, and clerical staff. Supervises and coordinates 2,000 election poll workers on the proper administration of elections.
    • Delegates and monitors compliance assignments to paraprofessional, technical, and clerical staff, including poll workers and temporary employees.
    • Actively liaisons with federal and state governments, Mohave County departments, Mohave County Attorney, Native American Tribal governments, State legislative affairs, school districts, boards and commissions and political parties to ensure elections law compliance.
    • Actively monitors federal, state websites, bulletins, manuals, and political parties' media releases to ensure Elections Department's contemporary awareness of information on statutes, regulations, political and media developments.
    • Drafts and presents proposed statutory changes to state and county laws governing elections.
    • Serves and represents Mohave County Elections Department on federal, state, local committees, boards, commissions, task forces and meetings on election matters.
    • Develops and presents contemporary elections education and training programs to poll workers, community groups, political parties, and the electorate to promote public understanding and participation of elections laws, regulations, and voting poll procedures. May be required to attend and make presentations before professional and civic organizations and groups. Prepares Elections Department news releases to the media.
    • May be required to make oral and written presentations to the Board of Supervisors, legislative committees, State of Arizona officials, management and various boards, commissions, and public gatherings. Promotes public understanding by explaining election statutes and regulations, and results.
    • Compile, review, analyze elections' voting data and prepare reports and statistics to meet federal, state, and local reporting requirements. Prepares administrative regulations, based on this information, and recommends administrative changes to Elections Department policies, procedures, and practices.
    • Actively identifies, analyzes, and resolves the department's administration, operational and personnel problems.
    • Prepares timely, accurate and thorough documentation on the department's compliance reports, administrative, technical and personnel matters.
    • Directs the development and revision of administrative policies, procedures, schedules, and forms for the administration of the Elections Department.
    • Directs the development, maintenance and revision of precinct maps, procedures, forms and schedules for the preparation and administration of Mohave County elections.
    • Performs statutory services to candidates for public office.
    • Research and interpret new election law and the Secretary of State Procedures manual, apply changes to Mohave County Elections procedures.
    • Administer Election Department Election Night Reporting System
    • Recruit, hire, and train all part-time staff.
    • Administer logic and function changes of electronic pollbooks on a per election basis
    • Administer Elections Department social media program.
    • Administer public outreach efforts.
    • Develops and programs ballots.
    • Exercise regular and predictable attendance and punctuality.


    Minimum Qualifications

    Required Minimum Education, Experience, and Training:
    • Bachelors Degree in Public Administration, Business Administration, Political Science or a closely related degree;
    • Three (3) years of progressively responsible administrative and/or elections experience in a local government setting, including two (2) years of management or supervisory experience.
    • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.


    Knowledge, Skills & Abilities

    • Federal, state and local statutes, rules, regulations and procedures governing the administration and conducting of national, state, county, city, school districts' and special districts elections and elections department operations.
    • Contemporary management, supervision and administration principles and practices.
    • County government organization, operations, policies, and procedures.
    • Modern computer technology and software required in the administration of elections and office operations.
    • Research, analysis, evaluation and reporting methodologies and techniques.
    • Applying required knowledge to the administration, conducting of elections, and management of the elections department operations.
    • Applying required knowledge in performing research, analysis, evaluation and reporting of information.
    • Timely completion of documentation of elections, operational, budget, and human resource management matters.
    • Addressing and responding to diverse ethnicity needs in promoting the electoral process, information, accessibility, and participation.
    • Develop, implement, and administer contemporary elections department policies, regulations, procedures and processes.
    • Develop and implement effective and efficient management of the elections department operational, budget, and human resource responsibilities.
    • Effectively manage and supervise assigned county staff, temporary staff, and poll workers.
    • Establish and maintain effective working relationships with department staff, county elected and appointed officials, departments' staff, commissions, boards, federal, state, and local agencies, Native American governments, ethnic groups, and the community.
    • Perform public speaking engagements, and to educate and influence audiences.
    • Set up and operate video display terminals (VDT).
    • Training both large and small groups of people in policies and procedures.
    • Project planning.
    • Prioritizing and scheduling.
