Description:Jefferson County Public Health (JCPH) is seeking a
Public Health Program Evaluator to support information-based decision making, measure and improve organizational and program performance, and develop strategies to measure and communicate the impact of JCPH’s programs and services. This position will coordinate and support public health program evaluation and monitoring activities, including evaluation planning and design, collaboration with key stakeholders, data collection and analysis, and act as an advisor to support data-driven decision making and drive improvement. This position will collaborate with team members and partners on a wide range of diverse public health projects, from direct services to broad community-level policy and systems change initiatives. Finally, the Public Health Program Evaluator will carry out a broad spectrum of evaluation work designed to help build JCPH’s capacity to improve the quality, equity, and effectiveness of public health programs and services. Successful candidates will possess a strong analytical mindset, excellent leadership capabilities, strong verbal and written communication skills, a deep commitment to equity, and expertise in using data to facilitate improvement efforts. This position reports to the Office of
Assurance Manager and will collaborate closely with the Office of Assurance team on quality and performance improvement, equity accountability, community mobilizing, and the monitoring and evaluation of Jefferson County’s health priorities.
SCHEDULE:This position generally works Monday-Thursday, 4’10s, with the ability for schedule flexibility. This position also works hybrid, which allows for in-office and remote work depending on business needs.
COMPENSATION: Hiring Range: $72,439.00 - $83,543.56 USD Annual
Compensation will be determined based on education, experience and skills.

ESSENTIAL DUTIES:- Coordinate evaluation activities associated with JCPH programs and services, in close collaboration with team members and partners.
- Lead and support the design, planning, logistics, and implementation of evaluation activities, including support of County Health Improvement Plan (CHIP) metrics and monitoring.
- Lead a broad range of data collection initiatives to support organizational and program effectiveness.
- Advise and support data collection and evaluation needs of quality improvement initiatives.
- Provide leadership and subject matter expertise in the development of organizational and program performance monitoring infrastructure and the data collection processes and tools to implement and sustain performance management.
- Partner with team members to translate evaluation and monitoring findings into organizational and program improvement strategies.
- Analyze quantitative and qualitative data, interpret statistics and draft findings, including data visualization.
- Clearly communicate the results of analytical work to non-technical audiences in both written and oral communication.
- Write summaries, case studies, evaluation reports, literature reviews, abstracts, and other content.

Minimum Qualifications: - Three years of work-related experience in monitoring or evaluation.
- Bachelor’s degree in health sciences, business administration, statistics or related field.
- Please note that an equivalent combination of education and experience is acceptable.
Preferred knowledge, skills and abilities :
- Five years of work-related experience in monitoring or evaluation.
- Master’s degree in a related field.
- Proficiency in Excel and other data analysis platforms required; experience with qualitative data analysis platforms preferred. Experience with data visualization.
- Demonstrated ability to lead the design of program evaluation approaches and collect, analyze, and communicate results of both quantitative and qualitative data.
- Experience with evaluating both individual-focused services as well as broad
community-wide efforts, including policy and systems change efforts preferred. - Demonstrated project management experience.
- Experience leading continuous quality improvement (CQI) initiatives and/or motivation to learn and apply CQI practices.
- Superior interpersonal, written, and verbal communication skills working with individuals, groups, and staff.
- Ability to succeed working both independently and in a team environment.
- High tolerance for ambiguity and change; commitment to applying change management strategies to planning, evaluation and improvement efforts.
- Ability and motivation to develop and foster relationships with different groups of people including community members, professional partners, and co-workers.
- Ability and motivation to develop creative solutions to complex, interpersonal, process, and/or systemic challenges.
- Skillful at training and leading peers, ability to advise leadership and coach-up.
- Passion for public health, equity, and the mission of Jefferson County Public Health.
ADDITIONAL JOB INFORMATION:- Must provide immunization record at time of hire or prove immunity to comply with departmental Communicable Disease Control Policy within 30 days of hire date.
