    Description

    The County of Yuba is currently recruiting for Extra-Help and Full-Time of Eligibility Technicians in the Health and Human Services Department in anticipation of multiple vacancies. The incumbent will determine eligibility of applicants and recipients for public assistance programs and/or assist with acquiring services and benefits through interactive interviewing and fact gathering; maintain current knowledge of multiple program regulations and procedures necessary for multi-program caseload determination; authorize payments following program procedures and guidelines; initiate and process case work through an automated system; identify needs and provide information or referral for health, social and/or employment services; act as an advocate for clients and their dependents by assisting in the preparation of forms and documents, obtaining and presenting evidence for claims or benefits and by representing clients before other agencies by following-up on claims or applying for benefits that may have been denied; provide quality customer service, and perform related work as assigned. This position reports directly to an Eligibility Supervisor and may receive lead direction from a Senior Eligibility Technician.

    Ideal Candidate

    The ideal candidate will have techniques for interviewing and gathering information from a varied population, as well as mathematics sufficient to interpret customer income and expense information, and to calculate benefits within program guidelines. Candidate will have the ability to learn the human service programs and community resources provided by the County. Communicating clear and accurate information regarding customers to social workers and interpreting and explaining complex rules, regulations, procedures and technical information is required. Ability to maintain composure, keep emotions in check, control anger, and avoid aggressive behavior even in very difficult situations. It is essential to establish and maintain effective working relationships with those contacted in the course of work. Must have ability to organize, plan and prioritize work, develop specific goals and plans to accomplish your work in a timely manner as established by regulations and local policy.

    Required Qualifications:

    Minimum: Graduation from high school and two (2) years of responsible office support experience which has involved extensive public contact, interviewing and decision making within procedural guidelines. Relevant education with coursework in a field related to human services may be substituted for the two years of experience as defined on a year-for-year basis.

    Preferred: In addition to the minimum, additional experience determining eligibility for loans, financial assistance, or publicly or privately funded health, counseling or social services.

    Special Requirements: I understand that this position requires a typing speed of 35 WPM. I acknowledge and understand that at any time during my probationary period, I may be required to furnish proof of this typing speed in the form of a 5 minute typing test certifying that I can meet this requirement.

    To qualify for a bilingual position, must be State certified or pass a County qualifying language test in the relevant language at the option of the County.

    May be required to work a flexible shift outside of normal working hours including evening and weekend hours. If assigned to the Customer Service Call Center, will be required to work a flexible schedule to include evening and weekend hours.

    Licenses and Certifications: When assigned to Veterans’ Services and within one year of employment, obtain and maintain annually thereafter the Veterans Affairs accreditation by a National Service Organization and/or the California Department of Veterans Affairs.

    SOCIAL SECURITY: Yuba County does not participate in the Social Security Program

    MEDICARE: Yuba County does participate in the Medicare Program.

    STATE DISABILITY INSURANCE: SDIprovides benefits to employees who are unable to work due to non-work-related illness or injury. Paid Family Leave (PFL) automatically covers persons covered by SDI.

    MEDICAL: Yuba County offers several medical plan options (HMO and PPO plans available based on eligibility) through CalPERS. To reference the current Rate Sheet, please visit Health Insurance and see General Resources.

    DENTAL/VISION INSURANCE: The County pays 100% of the Basic plan premiums for employee or 80% for employee and eligible dependent(s). Requires participation in Health Insurance benefits.

    *Health Waiver Opt-out of $250/monthly available with proof of other Non-Covered CA, employer sponsored health care coverage.

    LIFE INSURANCE: County provides $50,000 in life insurance coverage. Employees may purchase additional coverage for themselves and dependents.

    EMPLOYEE ASSISTANCE PROGRAM: County paid confidential counseling program for up to 5 visits per incident per eligible family member.

    DEFERRED COMPENSATION: One Voluntary Deferred Compensation plan is available.

    MINIMUM QUALIFICATIONS:

    RECRUITMENT SELECTION PROCESSES:

    EXAM:

    Applicants who have successfully met the minimum qualifications and completed any screening processes must successfully complete the Cooperative Personnel Services (CPS) Exam with a passing score to continue to the next phase of the recruitment process. The CPS Exam may potentially be administered online using County computers.

    PRE-QUALIFICATION SUPPLEMENTAL QUESTIONNAIRE:

    Must complete the Pre-Qualification Questionnaire, stating that you have the ability to type at the speed of 35 net words per minute.

    SUPPLEMENTAL QUESTIONNAIRE:

    A completed supplemental questionnaire is an essential part of the examination process for this position. The responses will be reviewed for sufficient detail and will be rated according to pre-determined guidelines. Please include; 1) Places of employment; 2) pertinent dates; 3) duties performed, etc. when responding to the questions. If a job included responsibilities applicable to several questions, separate the different functions of the job to answer all the questions completely. Any experience and/or training listed MUST be identified on your application. Resumes, letters and other materials will not be evaluated or considered as responses to the supplemental questionnaire.

    TESTING ACCOMMODATION:

    VETERAN’S CREDIT:

Applicants must have served on active duty for a period of not less than 90 days in the armed forces in time of war or national emergency, or in time of peace in a campaign or expedition for service in which a medal has been authorized by the government of the United States and who has been discharged or released under honorable conditions, and widows of such persons shall be allowed credit. Military Records Form DD214 must be submitted for further review and determination of appropriate credits.

    WAIVER OF SELECTION PROCEDURES:

    When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circumstances.

    EMPLOYMENT ELIGIBILITY LIST:

    An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a minimum of six (6) months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview.

    DEPARTMENT INTERVIEW:

    The Health and Human Services Department will notify the applicant of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills, and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
