    * This application is for a reclassification of an existing position, open only to designated, internal candidates invited to participate in this examination process. *

    The incumbent will be responsible for performing a full range of infrastructure computerized maintenance management system and asset data management functions, including integrating multiple Maintenance Management Systems (MMS) with other city systems such as ESRI Enterprise Geospatial Information System (GIS), finance and payroll systems; serves as a system subject matter expert responsible for analyzing, designing, implementing, and improving workflow processes for asset and maintenance data management and MMS/GIS tasks; responsible for maintenance database creation, assembly and accuracy, and integration with spatial and asset databases.

    The Building Systems Analyst operates with minimal instruction and uses rules, regulations, and industry standards as a guide. The incumbent works with leadership to set priorities and deadlines and then has autonomy within those designated standards. Work requires a significant level of skill, confidence, and experience.

    Examples of Essential Functions

    • Serves as the primary point of contact in the Division for maintenance management systems; coordinates with key stakeholders to develop and deliver a vision for the system which addresses maintenance and operations, engineering, technology, financial, business, and regulatory/compliance needs.
    • Develops, implements and maintains software solutions and databases; assists in upgrades and modifications to software systems.
    • Ensures that all Work Procedures and other documentation are uploaded or linked to the MMS and ensures efficient document management practices using Google drive or other systems.
    • Troubleshoots and resolves network, hardware, and software system issues in coordination with the Department of Information Technology (DoIT).
    • Researches and prepares a variety of studies and reports resulting in setting standards of nomenclature, business application processes, system security and program application control to help optimize the department’s maintenance functions.
    • Makes recommendations to improve the efficiency and effectiveness of the maintenance management systems and oversees the implementation of the recommended improvements.
    • Maintains awareness in GIS-related software and technologies.
    • Determines and executes the appropriate workflow sequence for completing complex tasks.
    • Creates, documents, and shares workflow processes to integrate maintenance management data with asset management data and with GIS, SCADA, Building Automation and other maintenance systems, as well as financial and timekeeping systems.
    • Serves as a liaison with IT staff and maintenance management system vendors for proper acquisition, installation, operation, and maintenance of related resources.
    • Serves as a resource to provide key information related to strategic planning, performance measures, fixed assets, continuous process improvement, budget report, and department activity reports to advance department initiatives.
    • Serves as an administrator of various Public Works infrastructure MMS systems; manages user access and accounts for various data sets and systems.
    • Manages, develops, and reviews reporting requests and requirements, key performance indicators, and data standards related to databases; coordinates efforts with other stakeholders and system representatives to ensure data integrity and synchronization efforts.
    • Provides technical support and coaching to employees on maintenance management software, provides help with their related issues/requests, and maintains open communication with internal users.
    • Works closely with the Asset Management Analyst in Engineering to ensure workflows are properly keeping asset status current.
    • Develops and maintains standard processes and helps manage standardized uses by other users of Maintenance and Operations systems, primarily the MMS.
    • Develops and presents oral and written presentations pertaining to asset data and maintenance management applications, as well as providing system training for users.
    • Provides low level computer support to division personnel, at levels that do not require the assistance of the I.T. Department.
    • Performs other duties as required.


    Minimum Qualifications

    The following minimum qualifications are required to be met at the time of application.
    Combinations of education and experience that are equivalent to the following minimum qualifications are acceptable.

    Education:
    • Bachelor’s degree in computer science, information technology, or related field.
    *Each year of additional relevant work experience will substitute for one year of the education requirement.

    Experience:
    • Two years of experience with digital facility management systems, entering and verifying data, supporting users, and analyzing workflows. Or two years of technical/asset management experience.

    Licenses and Certifications:
    • Must possess a valid driver’s license or otherwise demonstrate the ability to independently get to and from multiple work locations as required.

    Examination Process:
    Applicants must meet the minimum qualifications and pass the examination for this position to be eligible for hire. The examination will consist of a Training and Experience evaluation (T&E) weighted at 100%.

    Training and Experience Evaluation (T&E) Details:
    The T&E examination consists of a Supplemental Questionnaire. The questions may be viewed online under the tab marked "QUESTIONS" on the job announcement page. The T&E must be submitted online at the time of application.
    • Responses to your T&E questions should be consistent with the information given in your application details. Answers are subject to verification.
    • Failure to complete all of the questions or incomplete responses will result in a lower score; therefore, it is advantageous for you to provide a full and complete response to each supplemental question.
    • In order to receive credit for education or training, you must attach copies of your transcripts, diploma, or relevant certificates to your online application.

    Employee/Veteran Preference in the Event of Tie Scores:
    On promotional examinations (Rule VIII, Section 9), in the event of tie scores resulting from final rating, including seniority points, a classified employee will be awarded veteran's preference and provided a rank preference if one (1) of the eligibles has submitted proof of honorable discharge from the military service. This preference will only be administered in the event of tie scores. Documentation must be submitted at the time of application.

    Seniority Points:
    Classified employees of the City of Reno shall receive seniority credit computed by adding to a passing score as follows: The final ranking will include the applicable seniority points added to the overall grade of the examination process. For each full year of continuous service completed, 0.2 points will be added up to a maximum of ten (10) years... 2 points will be the maximum. Rule VIII - Promotion, Section 9. Seniority Credit.

    Appointment and Certification:
    Appointments to positions in the City's Civil Service system are made on the basis of examination. Scores resulting from a competitive examination are used in determining a person's rank on an eligible register. The department may hire any of the persons referred. The names of those persons not hired may be considered when the next vacancy occurs, for as long as that register is viable.
