An island community rich in history and opportunity, Galveston is the ideal place to live, work and raise a family!Job DescriptionSUMMARY: Under the supervision of the Executive Director of Development Services, the Special Assistant provides high-level support in all four divisions of the department: Economic Development, Planning, Building and Coastal Resource division initiatives. Manages the comprehensive plan update and oversees the implementation of the Accela software upgrade as well as support for the Short Term Rental Ad Hoc Committee. This position requires strong project management skills, coordination with internal and external stakeholders, and the ability to analyze and implement policy recommendations effectively.

- Economic Development:
- Supports initiatives that foster business growth, job creation, and community investment.
- Collaborates with developers, business owners, and government agencies to implement economic development strategies.
- Assists in the development of incentive programs, policy recommendations, and strategic planning efforts to enhance the city’s economic landscape.
- Comprehensive Plan Update Management:
- Oversees the planning, coordination, and execution of updates to the city’s comprehensive plan.
- Engages with community stakeholders, city officials, and consultants to ensure a transparent and effective planning process.
- Tracks progress, prepares reports, and ensures compliance with local and state planning requirements.
- Accela Software Upgrade Management:
- Leads the implementation and integration of the Accela software upgrade to improve planning, permitting, and regulatory processes.
- Coordinates with IT staff, vendors, and department personnel to ensure a smooth transition.
- Trains and supports staff in utilizing the upgraded system effectively.
- Support to the Short Term Rental Ad Hoc Committee:
- Provides administrative and technical support to initiatives of the Committee
- Provide recommendations for effective regulatory and implementation criteria
- Coordinates with appropriate personnel to ensure adequacy and compliance of financial measures as needed.
- Additional Duties:
- Conducts research and prepares reports on planning and development initiatives.
- Coordinates with Planning, Building and Coastal Division staff regarding day to day operations and best practices
- Assists in preparing budgets, grant applications, and policy documents.
- Coordinates with other city departments to address issues that involve cross disciplinary involvement and problem solving.
- Represents the department in meetings with elected officials, community groups, and other stakeholders.
- Supports the Executive Director in high-level administrative and strategic tasks as needed.
KNOWLEDGE AND SKILLSKnowledge of:- Principles and practices of urban planning, economic development, and community development.
- Local government operations, policies, and regulatory requirements.
- Project management methodologies and best practices.
- Budgeting, procurement, and contract management.
- Public engagement and stakeholder collaboration strategies.
- Software systems related to permitting and planning (Accela preferred).
Skill in:- Managing multiple complex projects simultaneously.
- Communicating effectively, both verbally and in writing.
- Analyzing data and making informed policy recommendations.

MINIMUM QUALIFICATIONS- Bachelor’s degree in Urban Planning, Public Administration, Business Administration, or a related field.
- Three to five years of experience in planning, economic development, project management, or a related field.
- Experience with software implementation and stakeholder engagement preferred.
- Or an equivalent combination of education and experience.
LICENSES AND CERTIFICATIONS- Possession of a valid [State] driver’s license.
PHYSICAL DEMANDS AND WORKING ENVIRONMENTWork is primarily performed in a standard office environment with occasional fieldwork, including attending community meetings and site visits. Some evening or weekend work may be required for public engagement activities.
