Human Resources website.DEFINITIONTo plan, organize, direct, and supervise construction and maintenance operations, including road maintenance and repair, traffic striping, tree trimming and removal, and street sign fabrication and installation; to coordinate work unit activities with other work units, sections, divisions, departments, and outside contractors; and to perform a variety of technical tasks relative to assigned area of responsibility.
DISTINGUISHING CHARACTERISTICSThe Crew Supervisor level in the Equipment Operator series recognizes positions that perform full first-line supervision of an assigned work crew or unit, including planning, assigning, monitoring, and evaluating the work of subordinates, and are responsible for ensuring the success and effectiveness of crew projects and assignments.
This classification is distinguished from the Road District Operations Supervisor in that the latter provides full second-line supervision of assigned staff in a designated service area or specialty and may spend more time in an office setting focused on administrative and planning functions that support operations.
SUPERVISION RECEIVED AND EXERCISEDReceives general direction from a Road District Operations Supervisor and/or higher-level management staff.
Exercises direct supervision over assigned maintenance staff.
EXAMPLES OF ESSENTIAL DUTIESDuties may include, but are not limited to, the following: General Duties for All Assignment Areas - Recommend and assist in the implementation of unit goals and objectives; establish schedules and methods for road construction, maintenance, and repair; implement policies and procedures.
- Plan, prioritize, assign, supervise, and review the work of staff involved in road construction, maintenance, and repair activities.
- Evaluate operations and activities of assigned work unit; coordinate and monitor workflow; recommend and implement improvements and modifications.
- Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for staffing, supplies, materials, and equipment; monitor and control expenditures.
- Participate in the selection of staff; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed to maintain efficient and professional operations.
- Review the work of contractors; ensure work is completed according to contract specifications; report deviations and issues to supervisor; administer the more routine contracts and service agreements.
- Assist with the development and monitoring of project tasks, costs, and timelines.
- Use automated maintenance management systems; create, schedule, and assign work orders.
- Track and prepare records of work performed; generate and review reports from an automated maintenance management system; keep records and prepare reports and other documents as required.
- As directed, may represent the division to outside agencies, organizations, and contractors; provide technical assistance as necessary.
- Answer questions and provide information to the public, other County departments, and outside contractors; investigate complaints and recommend corrective action as necessary to resolve.
- Build and maintain positive working relationships with coworkers, other County employees, and the public using principles of effective customer service.
- Perform related duties as assigned.
Functional Assignment Areas (While the majority of duties assigned to a position typically fall within one of the following areas, incumbents may also be assigned duties that cross multiple areas.) When assigned to
Road Maintenance (in addition to general duties), duties may include, but are not limited to:
- Direct, supervise, and perform complex and difficult road construction, maintenance, and repair activities, including operating light and heavy construction equipment; resurfacing, oiling, and patching roads; cleaning ditches; repairing storm drains; performing bridge construction and repair; and performing guard rail installation and repair.
- Patrol and recommend roads for maintenance and repair; inspect County streets and roads.
- Direct, supervise, and perform tree trimming and felling activities requiring a high degree of skill and independent judgment; determine amount of trimming or felling necessary; trim and clear brush; prepare and mix herbicides for roadside spraying; operate truck or spray rig.
- Obtain permission from property owners concerning tree trimming, tree removal, and brush clearing.
When assigned to
Signs and Markings (in addition to general duties), duties may include, but are not limited to:
- Direct, supervise, and perform complex and difficult traffic sign design, fabrication, repair, and installation activities, including sign painting, operation of pavement striping machine, layout of traffic signs, and non-electrical traffic signal maintenance; inspect work in progress and upon completion.

Experience: Two (2) years of experience performing duties similar to a
Senior Equipment Operator with Placer County.
Training: Equivalent to the completion of the twelfth grade supplemented by college course work in heavy equipment maintenance and operation, construction management or a related field.
Required License or Certificate: - May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.
- Possession of a valid Class B driver's license with air brake and tanker endorsements. Hazardous materials endorsement may be required depending upon the position.
- May need to possess a valid Class A driver's license with air brake and tanker endorsements as required depending upon the position.

- Methods, equipment, and chemicals used in weed control.
- The names and characteristics of the more common types of ornamental and shade trees and shrubs found in California.
Ability to: - Operate equipment, hand tools, power tools, and air tools, including chain saws, power saws, concrete saws, aerial lifts, jackhammers, pickup trucks, dump trucks, chippers, masticators, rakes, shovels, and hand tampers.
- Perform the most complex and difficult work of the unit, including working within close tolerances and judging distances in ground levels and grade stakes.

Knowledge of: - Advanced use and purpose of materials, tools, equipment, methods, procedures, and practices used in the fabrication, installation, maintenance, and repair of traffic signs, including thermoplastic applications.
Ability to:
- Operate all sign marking and maintenance equipment and tools, including large pavement striping machine, forklift, hydraulic lift, pickup truck, paint guns, pumps, compressors, and various hand tools.
- Use drafting tools and computer programs.
SELECTION PROCEDURE Training & Experience Rating (100%) Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.
