    Overview

    Larimer County Engineering Department offers engaging opportunities for professional development in the field of Civil Engineering!

    The engineering staff deals with development review, floodplains, stormwater, road and bridge capital improvement projects, traffic engineering, asset management, and land acquisition. Staff also work to support creation and operation of improvement districts for maintenance and repair of neighborhood subdivision roads.

    For this job posting, we are seeking to hire a skilled engineer to join our Floodplain, Stormwater and Development Services Group. The team is relatively small and is responsible for a wide variety of duties that necessitate regular coordination with other groups, departments, and customers. The ideal candidate for this position will have floodplain and stormwater experience, knowledge of general civil engineering design principles, and be familiar with Larimer County Road and Stormwater Design Criteria. The candidate will also have a desire to learn, a cooperative attitude, and effective communication and coordination skills.

    The typical schedule for this position is Monday-Friday, with standard 8-hour workdays, generally between 8:00 AM and 4:30 PM. Occasional evening meetings, hearings, or presentations may be required.

    Responsibilities

    What you'll be doing:
    • Administering the County floodplain permitting process for both federal and locally designated floodplains, including maintaining accurate records and enforcing applicable County, State, and Federal regulations and ordinances.
    • Acting as the County liaison to the County Flood Review Board, assisting applicants, reviewing technical submittals, and coordinating and facilitating monthly Flood Review Board meetings.
    • Coordinating with local entities on adopting stormwater master plans, collecting associated stormwater fees, and implementing improvements.
    • Performing engineering and technical reviews of floodplain, stormwater, and land development proposals within Larimer County, including reviewing construction plans, floodplain modeling analyses, stormwater reports, and other technical documents prepared by civil engineering consultants for conformance with County engineering policies, design standards, land use regulations, and County, State, and Federal floodplain regulations.
    • Preparing technical review comments for floodplain, stormwater, and land use development proposals and presenting comments and engineering-related County positions at Board of County Commissioners and Planning Commission public meetings and hearings.
    • Overseeing the construction phase of floodplain and land development projects, including conducting periodic on-site inspections to monitor progress and ensure conformance with approved plans, codes, and standards.
    • Serving as a technical resource to the public, consultants, developers, County Boards, County staff, and other stakeholders.
    • Researching and responding to citizen inquiries regarding floodplain regulations, drainage concerns, development plans, and grading activities.
    • Assisting in developing, refining, or revising County floodplain standards, policies, and procedures.
    • Directing, assisting, and training lower-level engineering and clerical personnel.

    What we're looking for:
    • Detailed understanding of stormwater drainage systems, floodplain management, and floodplain modeling with a general knowledge of stormwater quality science, environmental issues, and environmental regulations
    • Experience reviewing, analyzing, or designing, floodplain projects for compliance with FEMA floodplain regulations and storm drainage systems for compliance with typical stormwater and water quality criteria.
    • Awareness of local stormwater design standards, such as the Mile High Flood Control District Criteria Manual, and familiar with typical hydrologic and hydraulic modeling calculations and software such as SWMM, HEC-HMS, & HEC-RAS.
    • Broad knowledge of civil engineering practices and principles applicable to design review and construction of land development, stormwater, and floodplain projects.
    • Ability to read and interpret plats, engineering plans, studies, models, & reports for conformance with County standards and Codes.
    • Communicate clearly, concisely, & persuasively both verbally and in writing.
    • Ability to effectively present information in a public setting to County boards, commissions, and other groups of varied interests and backgrounds.
    • Ability to perform duties with initiative, prioritize work activities, and work within a team and independently without close supervision.
    • Ability to work cooperatively and provide professional customer service to County staff, developers, consultants, contractors, and the public.
    • Familiar with Geographic information system (GIS).

    Qualifications

    • At least three (3) years of experience as a Civil Engineer I in Larimer County, or in a directly related field or in the performance of similar duties and responsibilities required.
    • Engineer-Intern Certification required.
    • Registration as a Professional Engineer in the State of Colorado preferred.
    • Equivalent to a Bachelor's Degree from an accredited college or university with major coursework in Civil Engineering or a related field required.
    • Possession of, or ability to obtain, a valid Driver's License.
