DescriptionLead Metro's cost estimating group in support of multi-billion-dollar investments in transit-oriented projects to include planning, design, procurement, construction, testing, maintenance-of-way, start-up, and sustaining a state of good repair throughout the life of the project.
Examples of Duties- Directs the Program Management (PM) Division responsible for the development, implementation, and monitoring of budgets, schedules, and project administration to support the delivery of quality capital projects from inception to closeout, on time, and within budget
- Directs activities of Program Management Division providing staffing policy direction, establishing goals, facilitating priorities, resolving financial and contractual issues, communicating unit objectives, and eliminating impediments to peak performance
- Develops and manages the Division Fiscal Year Budget and Capital Improvement Program to support the development and implementation of construction projects and ensure compliance with agency-wide fiscal responsibility requirements
- Manages department expenditures within fiscal and budgetary constraints
- Assists and advises executive management on studies, investigations, and analyses related to PM's capital program project administration
- Monitors, analyzes, and administers Program Management's operating, capital, and Measures R & M expenditures to identify budget variances and cash flow projections
- Establishes and monitors short- and long-range goals, budgets, schedules, and strategies
- Analyzes and develops appropriate Program Management Department staffing levels
- Manages all human resources activities for the division
- Negotiates and manages consultant contracts; monitors and evaluates work of consultants, contract personnel, and vendors
- Directs the integration of engineering and construction staff and consultant activities
- Participates in the development of new projects, programs, and plans in coordination with other Metro departments and outside agencies
- Coordinates with outside agencies and policy makers to provide information and secure support for Metro projects and create effective partnerships
- Briefs executive staff and the Board of Directors as necessary
- Represents Metro at meetings, conferences, and public events
- Chairs and participates in various committees and task forces
- Directs the conducting of studies, investigations, and analyses at the direction of executive staff and Board of Directors, including reports of findings and recommendations
- Facilitates and administers professional development training for PM staff
- Directs, supervises, trains, mentors, and motivates assigned staff
- Communicates Metro's safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for safety performance of all assigned employees

Minimum QualificationsA combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:
Education- Bachelor's Degree in Business Administration, Finance, Accounting, Public Administration, Engineering, or a related field; Master's Degree in a related field preferred
Experience- Eight years of relevant senior management-level experience administering project control, budget and finance, audit, or administration activities for major capital projects; experience working on rail transit engineering projects preferred
Certifications/Licenses/Special Requirements- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
Preferred QualificationsPreferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are

- Experience determining levels of risk inherent in specific designs and construction commonly built into transit infrastructure
- Experience utilizing cost estimating software for large, complex projects (i.e. HCSS, Sage, RS Means, etc.)
- Experience developing design/construction phases that include consumption and contingency
- Experience utilizing alternate project delivery methodologies (design/build, progressive design build, CM (Construction Management/GC (General Contractor) on large heavy civil projects
- Possession of a current and valid California Professional Engineer (PE) license is preferred, but not required
