The PositionThe City of Riverside is accepting applications for the position of
Administrative Analyst (Grant Funded)* to fill one (1) vacancy in the
Administrative Division of the
Housing and Human Services Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
The Housing and Human Services Department is made up of 52 employees that develop public and private partnerships aimed at ameliorating the causes and effects of poverty; implements grants aimed at providing decent housing and suitable living environments and expanding economic opportunities; provides direct outreach services that coordinates services directed towards reducing and preventing homelessness by providing a wide-range of services and resources for homeless persons; and increasing affordable and permanent supportive housing opportunities for very low to low income individuals and families to achieve housing stability and self-sufficiency.
The Administrative Division provides internal support duties in areas including budget, finance, personnel, contracts, grants, procurement, or other assignments in line with the mission of the organization. The Administrative Division is seeking a grant funded Administrative Analyst to process grant related reimbursement claims, monthly reports, reconciliations of expenditures and revenue accounts, grant close out reports, and any other administrative duties and special projects assigned by the Housing and Human Services Department’s Director and Deputy Directors.
Under general supervision, an Administrative Analyst will provide professional and technical administrative and analytical assistance; to compile, review and evaluate and make recommendations on the formulation of policy and procedure, and staffing and organizational changes; and to do related work as required.
*Position(s) designated as “grant-funded” are contingent on the availability of adequate funding. Should funding be cancelled at any time by the funding agency, the position will be eliminated, unless alternate grant funds are secured.
Work PerformedDuties may include, but are not limited to, the following:
- Perform research and statistical analyses on administrative, fiscal, personnel and operational problems; recommend appropriate actions based on analysis of gathered data.
- Compile materials and assists in the preparation of reports, manuals and publications.
- Participate in the design and implementation of new and revised programs, systems, procedures and methods of operation.
- Assist in departmental budget preparation and administration, purchasing activities and personnel-related operations; coordinate payroll activities including overtime reporting and paycheck troubleshooting; pre-audit requisitions for budget authorization and availability of funds.
- Develop and monitor control and reporting procedures.
- Assist in the identification and recommendation of computer software and hardware needs, acquisition/installation, application design and implementation and computer operation and maintenance.
- Assist in preparation of grant proposals for various programs and projects of the department or division; interface with governmental agencies regarding requirements for obtaining funds and monitoring procedures; present proposals as required.
- Review present and pending legislation to determine effect on organizational operations, and presents recommendations in verbal or written form.
- Lead and coordinate work projects of para-professional, technical, and administrative support staff.
- Assist in the coordination of departmental activities with other city departments and division, and with outside agencies.
- Represent the city in the community and at professional meetings as required.
- Respond to complaints and requests for information.
- May supervise technical and administrative support staff.
QualificationsRecruitment Guidelines: Education : Equivalent to a Bachelor's Degree from an accredited college or university with major work in public or business administration or a closely related field. Additional professional experience may substitute for the required education on a year-for-year basis.
Experience: One year of experience as an Administrative Intern, Management Intern, or Management Assistant with the City of Riverside, or one (1) year of professional administrative experience.
Necessary Special RequirementPossession of, or ability to obtain, a valid, appropriate Class "C" California Motor Vehicle Operator's License.
Highly Desirable Qualifications:- Public agency experience
- Grant/budget record keeping experience
- Knowledge or experience using OneSolution

- Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Health Insurance - The City offers six health insurance plans and contributes up to $1,734 per month for HMO plans (family coverage).
- Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
- Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
- Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
- Deferred Compensation - The City contributes $100 per month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
- Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits. Please refer to the Fringe Benefits and Salary Plan for specific details.
