DEFINITION:The Materials Management Supervisor is responsible for overseeing the acquisition, storage, and distribution of equipment, supplies, and materials necessary for the efficient operation of Partnership Health Center (PHC) clinics. This position supervises inventory management, procurement activities, vendor relations, and biomedical supply needs while ensuring compliance with county policies and healthcare regulations. The supervisor also leads a team responsible for materials handling and distribution.

Participates in hiring and termination decisions. Assigns projects and directs staff to ensure compliance and accuracy
Supervise and oversee the procurement, storage, and distribution of medical and office supplies, equipment, and other necessary goods for PHC and outside agencies.
Manage and train materials management staff, providing guidance, evaluations, and professional development.
Develop and implement inventory control strategies, ensuring accuracy through audits, reconciliation of discrepancies, and minimization of waste and loss.
Lead purchasing functions, including managing bids, negotiating vendor contracts, and securing competitive pricing.
Oversee fixed asset management, ensuring proper documentation, tagging, and reconciliation of assets.
Ensure effective utilization and maintenance of county vehicles by PHC employees, including reservations and compliance with vehicle policies.
Approve vendor payments, process invoices, and oversee billing for supplies, postage, and motor pool usage.
Oversee the receipt, tracking, and timely distribution of incoming and outgoing mail, parcels, and packages.
Ensure compliance with PHC Corporate Compliance Guidelines, HIPAA regulations, and safety standards.
Supervise the cleaning, sterilization, and minor maintenance of medical tools, exam beds, and equipment.
Manage the disposition of surplus property according to county policies.
Oversee the management, maintenance, and troubleshooting of company printers, ensuring supplies such as ink and paper are stocked and coordinating repairs as needed.
OTHER DUTIES:
Assist in the development of annual department budgets as directed by the Chief Financial Officer.
Perform other related duties as required or assigned.
SUPERVISION RECEIVED: Works under the direction of the PHC Chief Financial Officer
SUPERVISION EXERCISED : Supervises Materials Management Specialist, Medical Supply Specialist, and Purchasing Agent staff, including scheduling, performance evaluations, and workflow management.
WORKING RELATIONSHIPS : Regular collaboration with PHC departments, external vendors, and outside agencies to ensure the efficient procurement and distribution of materials. Frequent interaction with the County Centralized Services Division and PHC Finance Department. Works closely with patient-facing staff to ensure adequate supply levels for optimal patient care.
Minimum QualificationsAn equivalent combination of education and experience may be considered.
EDUCATION: Requires a bachelor’s degree in materials management or relevant degree or 3 years of relevant experience.
EXPERIENCE: At least five years of experience in materials management, inventory control, purchasing, or a related field. Supervisory experience preferred. Healthcare experience is a plus.
SPECIAL REQUIREMENTS : Valid Montana Driver’s License. Requires immunizations or proof of immunity to certain infectious diseases and a TB test. New employees will be asked to volunteer vaccination status for required vaccines upon hire and will be offered assistance during hiring to receive necessary immunizations. Employees who have not received the vaccines required for their positions or who are unwilling to voluntarily provide vaccination status for required vaccines will receive a reasonable accommodation where such accommodation does not require an undue hardship or endanger the health or safely of any person.
Physical/Environmental DemandsRequires alternating between sitting, standing, and walking, with regular lifting (up to 50 lbs.) and occasional maneuvering of up to 100 lbs. May involve exposure to biohazards, chemicals, and other potentially hazardous materials. Requires handling mail processing equipment, including conveyor belts and other moving parts. Work schedule may include evenings and weekends. This position is not eligible for remote work.

Sick Leave- Full-time employees accrue 7.38hours per month and are eligible to use sick leave once you have been an employee for 90 days.The accrual is pro-rated for part-time employees.
Vacation Leave- Full-time employees accrue 9.24 hours per month and are eligible to use leave after continuous employment for a period of 6 full months. The accrual is pro-rated for part-time employees.
Holidays- The County observes eleven legal holidays in even numbered years and ten legal holidays in odd numbered years.
Paid Parental Leave (PPL)-In recognition of the importance of bonding and care of a newborn child or a child placed for adoption, Missoula County 6 continuous weeks of PPL to eligible full-time employees that have been with the county for 180 days. The hours are pro-rated for part-time employees.
