Representative DutiesThe following typical tasks and responsibilities are representative of this class. They are descriptive, not limiting.
Essential Duties : Serves as staff to City Council committees, Council-appointed citizen committees, and other committees, task forces, or boards as assigned; Apprises City Manager of legislative issues affecting the City at the federal, state, and local levels; Negotiates franchise renewals or agreements; Presents reports to the City Council; Writes speeches for the City Manager and City Council; Assists in developing and administering the annual City budget, including analyzing current and historical trends, determining variances and improving cost effectiveness; Plans and manages a variety of projects and programs that may include the following components: statistical analyses, personnel matters, operations support, policy and procedure development, or other areas specific to the functions of a department or the City as a whole; May make oral presentations on routine matters before various governmental boards and agencies. Minimum Qualifications MINIMUM QUALIFICATIONS: Applications will be accepted only for those applicants who clearly demonstrate on the

- Graduation from an accredited college or university with a bachelor’s degree in Business or Public Administration or related field; AND
- Two (2) years of professional experience in administrative, management, systems, operations, budgetary, or similar analyses equivalent to the City's Administrative Analyst II class; OR
- An equivalent combination of training, certification, and experience may be substituted for the above requirements
- Possession of a valid California Class "C" driver's license
- Must be able to pass a background check
Examination (Weighted: 100%) EXAMINATION: ORAL APPRAISAL INTERVIEW (Weighted 100%): Week of March 31, 2025 (Tentative) An appraisal will be made of the applicant's experience, education, training, certification, knowledge, skills, abilities, and personal qualifications for the position. A minimum passing score of 70% is required.
NOTE: Admission to the Examination may be limited to those applicants who demonstrate the best combination of qualifications. Applicants possessing the minimum qualifications are not guaranteed admittance to the Examination. VACATION: Accrual rate is determined by bargaining unit.
1-4 years of service: 10 days per year.
5-13 years of service: 15 days per year.
14+ years of service: 20 days per year.
VACATION - FIRE SAFETY SHIFT PERSONNEL ONLY:
1-4 years of service: 4.68 (24-hr. duty shifts)
5-15 years of service: 7.02 (24-hr. duty shifts)
16+ years of service: 9.36 (24-hr. duty shifts)
HOLIDAYS: 13 paid holidays per year.
SICK LEAVE: Earned at the rate of one working day per month of service to a maximum of 120 days; portions therafter may be convertible.
ADMINISTRATIVE LEAVE: 10 days per year for General Supervisory and Management employees.

RETIREMENT: Benefits are provided by the City's participation in the Public Employee's Retirement System (PERS). 2% @ 62 for new hire Miscellaneous and 2.7% @ 57 for Safety (Fire & Police). Visit the City's Retirement websitefor additional information.
