The Office of Administration, Division of General Services provides essential support services to state agencies that include printing, mail services, management of the state fleet, and administration of the legal expense fund and the state employee workers’ compensation program. General Services also maintains responsibility for the statewide in-house recycling program, transfers and/or disposes of state agencies’ surplus, and administers the Federal Surplus Property Program.
• Appropriations & Legislation
o Lead the creation and compilation of the division’s $100 million annual budget for all cycles throughout the budget process.
o Attend budget and legislative hearings and timely prepare responses to inquiries.
o Act as division lead for fiscal notes assigned. Receive, review and assign fiscal notes to division staff for response.
• Division Budget & Expense Management
o Prepare reports for monthly budget updates with the OA Leadership team with accurate forecasts for the fiscal year.
o Prepare internal budgets and spending plans, including appropriate forecasting for each OA General Services program.
o Track, monitor and report all expenditures and cash flows for each program.
o Establish and report division budget performance measures, including appropriate measures for each General Services program.
o Provide support to fiscal and procurement team members regarding coding, , expense budget lines, and allotments.
o Review monthly reports from the Division of Accounting to ensure accuracy.
o Ensure division leadership and program managers are kept up-to-date on all budget related issues.
o Review & update personnel funding to ensure accurate distributions and cash flow.
o Oversee accounting functions related to accounts payable, accounts receivable, and fixed assets.
o Review and process employee expense reports.
o Identify and investigate financial discrepancies, advise management of potential impact, as well as recommended solutions.
• MOVERS
o Act as the Division Co-Lead for all things MOVERS.
o Track MOVERS deadlines and tasks, assisting programs as needed.
• Procurement
o Prepare and evaluate bids, proposals, and quotations.
o Establish necessary contracts for programs within the division.
o Consult with vendors to resolve contract or related issues.
• Other Related Duties
o Serve as division audit contact.
o Exercise considerable independence, judgment, and initiative in the performance of assignments; receive general administrative direction.
Minimum Qualifications: - A Bachelor’s degree from an accredited college or university in accounting, business, finance or closely related field.
- Ability to work in a team environment and effectively organize and present information.
Preferred Qualifications: - In-depth knowledge of the budget and state finance system, state and federal policies on budgeting and financing, legislative process, and familiarity with SAM II, MOVERS, MissouriBUYS and BRASS preferred.
- Prefer a person who can be action-oriented, demonstrate superior organizational abilities and excellent communications skills.
- Good understanding of data analysis and an ability to analyze data to gain insights and take appropriate action.
- Understanding and interaction with Tableau dashboards
