    DUTIES AND RESPONSIBILITIES:
    Under the direction of the Park Operations Manager 1, M-1, the Park Supervisor 2’s duties include but are not limited to:
    • First in command of the park, overseeing both maintenance and the office.
    • Directly supervise, train, and evaluate seasonal and permanent staff to ensure that assigned tasks are completed correctly, safely and in a timely fashion.
    • Assure proper check in procedures for camping patrons and assist them during their stay.
    • Assists staff in performing tasks and in resolving work-related issues.
    • Plans, directs, develops, and implements minor rehabilitation, construction projects, and preventative maintenance programs.
    • Instructs staff in work techniques, use of equipment, and safety precautions and requirements, including Occupational Safety and Health Administration (OSHA) requirements.
    • Reviews maintenance requests and assesses materials, equipment, and labor requirements.
    • Receives, investigates, and replies to patron or employee complaints.
    • Performs a variety of administrative duties including preparing documentation such as requisitions for purchasing materials and supplies; monitoring inventory and requisitions for materials, tools, equipment, and supplies; coordinating temporary maintenance work for special events and issuing special permits; and preparing various reports including attendance, personnel, and work progress reports.
    • Responds to and works with community groups and organizations regarding facility use requests.
    • Plans and schedules recreation activities and special events, coordinating the logistical aspects of routine programs and special events, including security, admissions, transportation, traffic flow, and cleanup.
    • Operates and maintains vehicles and other power equipment utilized in the maintenance and repair of the park, including but not limited to, trucks, chainsaws, bobcats, jack hammers, and tractors.
    • Perform manual labor, including lifting, bending, climbing, and standing for extended periods.

    Minimum Qualifications

    NY HELPS Qualifications:
    This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

    To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
    Either 1. four years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;

    Or 2. an associate's or higher level degree or 60 college semester credit hours AND two years as described in No. 1 above; one year of this experience must be at a supervisory level.

    *For the purposes of this examination a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.

    If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

    **For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

    ***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee.

    Eligible List Qualifications:
    Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

    Reassignment Qualifications:
    Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 1 to be eligible for reassignment.

    55-b/c Qualifications:
    This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.

    It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

    52.7 Non-Competitive Promotion (NCP) Qualifications:
    As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made pursuant to Section 52.7 of the Civil Service Law. The minimum qualifications for the NCP appointment are: One year of permanent competitive or 55b/55c service as a Park Supervisor 1.

    Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

    Additional Comments

    OPERATING NEEDS:
    • Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
    • Must be willing to work holiday, weekend, and evening shifts as required.
    • Must complete chainsaw 101 training within the probationary period as a term and condition of employment.
    • Position may require working in inclement weather.
